Dear Mr. Stewart:

The purpose of this letter is to transmit to you the staff coments regarding your proposed plan for follow up inspections of piping potentially subject to erosion / corrosion thinning.

In general, we agree with your present program plan which was presented to the staff at the meeting held on April 7,1987, in Bethesda.

In addition to the verbal comments that were made at the meeting, the staff also have the following concerns:

NUMARC could not commit that all utilities would adopt this program The program is limited to single phase high energy piping. Although NUMARC told us that most utilities have programs to inspect for two-phase wall thinning, they were not uniform in content and NUMARC could not speak with any confidence to their effectiveness.

Piping below the high energy threshold designation is also potentially capable of causing adverse consequences upon failure and the program is not looking at this class of piping. The staff recommends that the NUMARC should include all potentially hazardous piping in their long-range program.

l Please keep us informed regarding your inspection program plan and tell us how you plan to address our concerns stated above. We would like to compliment NUMARC for undertaking this important task and we also encourage continued dialogue between the working group and the staff.
