SUBJECT:

NOV ASSOCIATED WITH WOLF CREEK RCS FLOW (EA 87-56)

I concur with the draft letter and Notice of Violation (NOV) prepared by Region IV for EA 87-56 subject to the following comments:

- A sentence similar to the following should be inclu'ded in the fourth paragraph of the cover letter: In addition, your response should the feedwater specificallyaddresswhythechangerequestregarding)wassignedas flow transmitter calibration test data (No. AE 85-03 completed when in fact it had not been completed.

- Nonescalated enforcement actions that have been the subject of an enforcement conference normally should be signed by at least a division director or the senior NRC official who conducted the conference.

Guidance regarding this matter will be issued soon.

- The third paragraph of Violation A should be revised as follows:

" Contrary to the above, a change request (No. AE 85-03) which had been issued and signed as being completed to update the feedwater flow transmitter calibration test data contained in the WCGS TSPD had not been made. This resulted in using incorrect test data to calibrate the feed flow transmitters on or before January 14, 1987."

- Recomend not citing the licensee for Violation B or, at most, citing for a Severity Level V violation. The test perfonner, by directly informing the Plant Manager of the test deficiency, significantly reduced the safety significance of not conforming with the requirements of Sections 5.4.1.3 and 6.7.1 of Administrative Procedure ADM 02-300.
