TMI-2 Organizational Plan - Revision 16 Attached for your review and approval is Revision 16 to the THI-2 Organization l Plan. As previously discussed with the Director, NRC THICPD, this revision incorporates the GPU Nuclear Corporation reorganization that was effective l June 1, 1987. This corporate reorganization has no direct impact on the  ;

clean-up operations at TMI-2. The THI-2 organization remains a separate {

division within the GPU Nuclear Corporation with its own engineering and I technical support functions. As such, the major interfaces with the TMI-2 {

division are limited to the Division of Quality and' Radiological Controls, the  !

Administration Division, and the Communications Division. The other corporate i divisions provide only limited support to the clean-up effort.

I The following is a description of each division with revised functional j responsibilities, as appropriate. The first three (3) divisions described provide major support to the M -2 cleanup.

o The newly formed Division of Quality and Radiological Controls will assume the functions of radiological and environmental controls, l quality assurance, and emergency preparedness. Since these specific j functions are not altered by the reorganization, the creation of the i division structure is an administrative change t.o align similar  !

o' The Administrative Division previously provided support in the areas of security, materials management, personnel, and general administration. It was expanded to include the training and education function. This realignment was made in order to ,

consolidate:similar line functions. This change was administrative in nature and does not affect the safety function of the organization.

o The Communications Division will retain responsibility for providing

. interface for the news media, state and local government officials, and citizen's groups. This division was unaffected by the reorganization.

o The newly formed Division of Planning and Nuclear Safety assumes several key corporate-wide activities. Included functions are nuclear safety assessment, licensing and regulatory affairs, long range planning, and strategic planning. Integration of these activities, separate from other divisions, is intended to enhance overall planning and prioritization with a strong focus on safety.  ;

The division is charged with developing the capability to analyze information pertaining in any respect to the enhancement of nuclear safety, and make recommendations to improve the safety of GPU Nuclear facilities other than TMI-2. THI-2 will continue to' maintain a ,

licensing and nuclear safety function that is separate from the  ;

Division of Planning and Nuclear Safety. 1 o The Technical Functions Division provides a centralized technical capability to support the GPU Nuclear facilities other than TMI-2. '

In the reorganization, the functions of licensing and long range planning were transferred from this division. The division retains the general mechanical, civil, electrical. and instrumentation' ,

engineering mechanics, and chemistry / materials disciplines.. Further, the division will continue'to provide technical support in-the areas ,

of nuclear fuel management, computer applications, human engineering,  ;

risk analyses, environmental qualification, and plant analysis. The effect of the reorganization was a realignment of responsibilities; therefore, no safety impact resulted.

o The functional responsibilities of the Maintenance, Construction and Facilities Division continue to include the planning, scheduling, and directing of plant modifications, constructions projects, and major maintenance activities for planned and forced outages at GPU Nuclear facilities other than THI-2. These responsibilities were unchanged by the reorganization.

o The functional responsibilities of the Comptroller Division include the development'snd implementation of financial procedures and a financial control system to safeguard the assets of GPU Nuclear.

These responsibilities were not changed by the reorganization.

The reorganization will result in increased nuclear safety awareness within the GPU Nuclear organization. The realignment of functional responsibilities enhances the organizational capability to provide the appropriate technical resources to ensure tnat the nuclear facilities may be operated and maintained in a safe, effective, and efficient manner.

Per tne requirements of 10 CFR 170, an application fee of $150.00 is enclosed.
