This is to confirm our discussion on October 16, 1986 regarding source material licenses. The NRC's interpretation of 10 CFR 40.22 does allow for commercial or operational use of up to 15 pounds of source material per year and therefore
" manufacturing" as stated by you in our conversation would be considered a
" commercial" venture.
Under 10 CFR 40.22 you do not need a specific license since the regulation issues you a general license to perform your operation.
