ll 4 QUALITY ASSURANCE PROGRAM FOR USE OF TYPE B CONTAINERS Introduction This QA Plan is submitted pursuant to 10CFR71 Subpart H.

It is submitted to address the shipment of the Westinghouse Nuclear Training Reactor (NTR) fuel elements and sources under the provisions of license R-119 subsequent to the decision to deconsnission the NTR Facility. The shipment of the NTR fuel and sources will be conducted using NRC certified Type B containers (00T Specification 6M) suitable for the shipment. The Plan under which these containers will be used is based on the following considerations:

(1)

Westinghouse possesses less than the formula quantity of special strategic material in 25 HEU irradiated fuel elements with an average loading of about 200 grsms of uranium-235 per element and 2 Plutonium - Beryllium neutron 5surces totaling 3 Curies.

(2)

Westinghouse wishes to deliver these fuel elements and sources to the Department of Energy for reprocessing.

(3)

Each fuel element produces a radiation field of approximately 4 millirem per hour at a distance of three feet from container without intervening shielding.

Reading on contact with each fuel element is less than 300 millirem.

Westinghouse NTR License R-119 possesses no other irradiated fuel, and this Plan is limited to the objective (2), the quantity indicated in (1), with the characteristics indicated in (3).

Westinghouse NTR License R-119 does not design, fabricate, assemble, or test containers, and intends to obtain containers for this one time fuel shipment. This QA Program is limited to the use of containers to accomplish (2). Westinghouse does not intend to rework, repair, maintain, or modify the containers.

1. Oraanization The final responsibility for implementing the Quality Assurance Plan rests with Westinghouse Electric Corporation. The Manager, Training, and Operation Services West is responsible for overall development of the Plan and ensuring its implementation at the Westinghouse Nuclear Training Reactor. The Manager, Nuclear Training Reactor, is responsible for the daily implementation of the Plan, including document control, procedure approval and implementation, and quality assurance records. Figure 1 illustrates the organizational relations within which QA is performed.

The QC and QA activities required by this Plan and associated with the use of the Type B packaging will be performed by the Nuclear Training Reactor Staff.

As described in the NTR Technical Specifications, the Staff includes the Manger, Nuclear Training Reactor Facility, the Training Reactor Coordinator, and the Reactor Lead Engineer. These Staff members are licensed Senior Reactor Operators. The Reactor Lead Engineer serves as the Radietion Safety Engineer and the Training Reactor Coordinator serves as the NTR aecurity Officer. Quality Control and Quality Assurance records generated by the NTR Staff will be retained by the Director, Westinghouse Energy Systems Licensing, Safeguards, and Safety, or his designee.

  • - Per the NTR Technical Specifications, the Westinghouse NTR Reactor Safeguards Committee (RSC) shall review activities associated with the planning and conduct of the NTR fuel and source shipment and advise the NTR Manager and/or whatever echelon of management it feels appropriate on all matters, pertaining to the safety of the NTR Staff or the general public. Requirements for RSC composition and membership are defined in the NTR Technical Specifications.
2. Quality Assurance Program The scope of the program includes obtaining, handling, loading and delivering to a carrier for transport; NRC approved. Type B containers (DOT Specification 6M) for shipment of irradiated reactor fuel sources to the Department of Energy for reprocessing. The quantity of material to be shipped is fixed: 25 elements and 2 neutron sources.

Quality Control will be exercised primarily through the use of written procedures constructed from: (a) federal regulatory requirements; (b) container vendor's instructions and drawings; and (c) applicable portions of the NTR operating manual. Quality Assurance will be effected by formatting those procedures with checklists to be used by the individuals or their designees who are responsible for quality assurance.

3. Desian Control Any purchase agreement for shipping containers is to include the vendor's certification that the design was accomplished under control of an NRC-approved QA Program. All containers will be DOT Specification 6M design.
4. Procurement Document Control A check list of procurement documents will include: (a) the vendor's certification of item (3) above; and (b) the vendor's provision of other required or pertinent documentation, such as the certificate of compliance, and as built drawings or sketches.

5.1 Preparation of Packaging for use. The routine determinations of 10CFR 71.87, where applicable, will be subject to check list j

l assurance.

i 5.2 Repair, Rework and Maintenance. Westinghouse will not undertake repair, rework, or maintenance. Servicing, such as gasket replacement, will be in accordance with package specifications.

5.3 Loading. Loading shall be conducted under a plan of sufficient specificity to identify and account for fuel elements and l-qualtities conforming to shipping papers and inventory change l

reports. Surveys of radiation fields and surface contamination measurements of the package shall be made and recorded.

2 X ~ 5.4 Transport of Package. Upon delivery of packages to a carrier for-transport, the condition of the package as evidenced by visual inspection will be noted; the seals and labels will be recorded along with package identification number. A check list procedure will be used.

6. Document Control Control shall be exercised over the following documents:

.(1) Shipping Container Documentation (2) Container Receiving, Fuel Loading, Container Loading, and Fuel Shipment Procedures (3) Inspection Checklists (4) Radiation Survey Checklists and Documentation (5) Shipping Package Documentation Procedures and check lists, and changes ti.ereto, are to be approved by either the NTR Manager, the Radiation Safety Officer or their respective designees.

One control copy of all procedures will be unintained for use by all NTR Staff-during the fuel and source shipments.

7. Control'of Purchased Material. Eauipment and Services Services such as container off-loading, on-loading, and carrier transport will be procured via normal Westinghouse procedures, with the NTR Managers's approval of initiating documents. Upon receipt af purchased items, a receipt verification check list will be used to ensure conformity with the procurement documents.
8. Identification and Control of Materials. Parts and Components All containers are of the same design, and no special controls are required.
9. Special Processes No special processes are to be undertaken under the plan.
10. Instection Control 10.1 Receipt inspection will be conducted using a check list. All incoming containers are uniquely identified but can be used interchangeably and no special controls are required.

Inadequately-identified packaging, or packaging which deviates significantly from certifications, drawing or specifications, will not be used unless or until corrected.

10.2 Maintenance. Maintenance other whan prescribed servicing will not be performed by Westinghouse.

r s-10.3 Final Inspections. Checklists will.be established to verify that:

(1) Packages are properly assembled, (2) Shipping papers are properly completed, (3)-Packages are conspicuously and durably marked as

-required by DOT, (4)-Pre-and post-loading radiation surveys of the transport vehicle have been completed, and (5) Final inspection has been completed.

e Inspection is to be jointly certified by the NTR Manager and the Radiation' Safety Officer or their designated alternates.

11. Test Control

_Use of intended containers do not require any specific tests to meet loading or shipping requirements.

12. Control of Measurina and Test Eauipment Radiation survey equipment shall be maintained and calibrated in accordance with' normal NTR procedures and Technical _ Specification surveillances.
13. Handlina. Storace and ShiDDina 13.1 Handling and Storage. Special handling and lifting equipment is not required. Containers will be stored in a covered building.

t 13.2 Preparation for Release and Shipment. Measures will be instituted to ensure that specified operations and inspections are verified by l'

1 check lists. The NTR Manager is responsible for the observation of NRC and DOT requirements, and for the preparation of the shipping papers.

14. Inspection. Test and Operatina Status l

Each container is uniquely identified and status is to be tracked by a checklist that acknowledges satisfactory completion of individual items.

15. Control of Nonconformina Materials. Parts or Components Rework, repair, maintenance or modification are not to be undertaken by Westinghouse.

If any non-conformances are noted, the non-conforming containers will be returned to the vendor.

16. Corrective Actions 16.1 Reporting.

It is the responsibility of NTR Manager to report conditions detrimental to quality to the vendor.

16.2 Closeout. The NTR Manager will deem closeout completed upon correction of the condition or withdrawal of the container from service.

17. Quality Assurance Records

-Records showing evidence of radioactive materials shipment under NRC and 00T requirements shall be retained for a minimum of two years. Records are to be retained by Westinghouse Electric Corporation.

18. Audits The Activity covered by this QA Plan is a short-term effort. The RSC shall

-appoint a representative to perform a closeout audit to determine the adequacy of the records generated under this plan.
