Crow, dated 3/6/87 Gentlemen The Babcock & Wilcox Company, Commercial Nuclear Fuel Plant has requested amendment of SNM-1168 to accommodate a shut down in fuel fabrication activities this summer (Reference 4).
This letter is written to address questions that Mr. N. Ketzlach of your staff had about the amendment request.
In Attachment I we indicate a number of exemptions and modifications that are referenced to the applicable part of Section V.
Many of these license requirements are given as daily, weekly, and monthly, etc.
For these cases, the requested change is indicated immediately after the existing frequency requirement.
A line is drawn through the existing requirement to show what we are requesting (i.e., we d4y/ monthly indicates we want to change from a weekly to a monthly itequency).
Attachn.ent I (Reference 4) also indicated a reference to Regulatory Ccntrol in Section V, Part 6.6 regarding weekly audits of plant statur..
This is the presently approved title, however, since l
our organizational amendment is being approved, it was appropriate to let this request reficct the now organizational structure.
As a result, Regulatory Control was changed to Health-Safety and is shown in Attachment I.
The other original requests and conditions as given in Reference t
4 are still applicable.
This includes the stipulations regarding I
fuel assembly shipments or receipts, EC110-330 work and prior ication of renewed licensed activity.-

SNM-1168 Section V Part 6.2 The calendar year 1987 retraining of radiation workers
- shall be conducted when the workers return to work after the end of the shutdown period.
6.6 Ilealth-Safety personnel shall conduct, at least ucckly/ monthly, a formal audit of plant status relative to nuclear and radiological safety, except t
during plant shutdown of a week or longer.
8.1.1 (A)
Difterential pressure shall be checked wcchly/ quarterly and filters replaced when damage is evident, or when the differential pressure exceeds 4 inches of water.
8.1.1 (B)
Gaseous offluents shall be representative 1y sampled **
on a continuous basis, and when the facilities are in operational status, the samples nhall be collected i:!!y/ weekly and counted after allowing for decay of radon and its daughters.
