g ' tamtgn In accordance with our recent discuss on,N ing information is provided. over approximately the past ten years, it has been our practice to consolidate contaminated soil in an area surrounding the Equalization Pond within our site boundaries. Wis area is rtonitored by groundwater wells and any rainwater runoff from this area would be monitored by analysis of pond discharges made in accordance with our NPDES permit. Results of routine samples collected from ground water monitoring wells are provided as Attachment 1 to this letter and show there has been no significant ground water contamination. A map of the stonitoring well locations is provided as Attachment 2. A recent example of this practice was the renoval of soil from the Hot Dnergency Holding Pond during June through August of 1986. We soil was being terreved to facilitate our plans to locate a tank farm for recycled oil in that area. J he soil removed frcm the Hot Dnergency Holding Pond was relocated around the banks of the Equalization Pond as was soil frca on site leaks, such as our recent onsite pipe break described in my letter to E. J. McAlpine, dated February 11, 1987. W is practice has recently come to the attention of the Virginia State Water Control Board (VSNCB). W e VSNCB has notified B&W that the placement of radioactively contaminated soil around the Equalization Pond violates our NPDES permit and various State water laws. Imediately upon receipt of the VSNCB notice, we ceased the operation ofo*3his practice. It's our understanding that the VSNCB has shared their, concern aboqt, this practice with EPA Region III. 9 yg 9 2 In a t91ated matter, EPA Region III has asserted jubsdicdonalbntrol over the Cold Pickle Acid Holding Pond under the Resource ConserVJttion and Recovery Act. EPA has requested a ground water monitoring program as]a part of an envirornental assessment of the holding ponds. We Cold Piclye Acid Holding Pond is imediately adjacent to the Hot Dnergency Holding Pond referred to earlier in this letter. W e scope of the proposed ground water monitoring program can provide data concerning water quality in the vicinity of both the hot and cold holding ponds. NNPD is characterizing the potential radiological and hazardous constituents of the soil surrounding the Equalization Pond.
