P.pTION BY R.L. ANTHONY TO THE SEORETARY FOR LEAVE TO INTER 7ENE AND FOR A HEARING 05 PECO'S APPLICATION FOR AN AMENDMENT OF LICENSE HPF-39 DATED 8/19/86.

We are in receipt of a copy of a letter from E.J.Bradley.PECo,to H.R.Denton of 8/19/86 enclosing an Application for Amendment of Fac.

Op.Lic. NPF-39 of the same date.

The letter states that FEco " requests changes to the Limerick Technical epecificatioti regarding reports of iodine spikes.."

We hereby estar our petition for a hearing and leave to intervene in opposition to the granting of this amendment. We set forth below the bases for our intervention as required by 10 CFR 2 714

1. Nature of our right under the Act. We have demonstrated our interest in our individual health and financial situation as a result of the opera-tion of the Limerick suelear plant and the dangers to us and the public in general. We have studied the dangers for more than five years and have served as an intervenor in the licensing process.

We are customers of PEco and live about 25 miles from the plant and have occasion to travel within its EPZ.

2. Be_cause of FECo's unreliable operation of the Limerick plant we are in constant danger of an accident at the plant which could release radio-active poisons which could result in our poisoning and possible death,and that of members of our family, business associatas and friends. We are aware of the deadly effects of iodine releases as witnessed by the deaths and illness of Soviet citizens and other Europeans as a result of the accidental releases from the Chernobyl reactor meident in May 198t.

The full effects of this poisoning in Europe and worldwide are not yet known.

j 3.Possible effect of an_ order.

If the KRC were to issue an orter grant-ing this amendment,the dangers already threatening us from routine re-leases and a :idental releases of radioactive materials from Limerick would cabee plus the dSnger of a nuclear emergency with possible meltdown,3the threat be v stly increased.
