This letter transmits a consolidated application for renewal of Certificate of Compliance number 9151, model LN-14-170 Series I packaging.
The current revision (#10) will expire on June 30, 1987.
As requeste'd by your letter of February 26, 1987, all infor-mation contained in our November 20, 1987 supplement is included.
Furthermore, a review of all past NUS Corporation supplements and any relevant attachments to those supplements are provided for your consideration.
It is requested that all references to LN Technologies Procedure WM-012 be deleted from section 10 (ii) of the cerfiti-cate insofar as WM-012 is an. operating procedure and does not address any acceptance testing or maintenance requirements.
This letter authorizes the USNRC to place this letter and all attachments in the public document room.
The application fee of $150.00 is enclosed.

Sept. 12, 1983 This supplement added gainted lid alignment marks and specified 45 angle gasket joints.
All attachments to this supplement have been superceded by the November 20, 1986 supple-ment package.
Dec. 7, 1984 This supplement transmitted the initial request for an optional 29 inch diameter secondary lid.
All attachments to this supplement have been superceded by the.

Jan. 11, 1985 This supplement responded to an NRC request for an engineering analysis of the 29 inch secondary lid option.

Dear Mr. Mac0onald:
NUS Process Services Corporation (NUSPSC) requests a minor modification to Cer-tificate of Canpliance (C of C) 9151 for the NUS14-170 Series I, Type A Trans-po rt C as k.
The requested change allows NUSPSC the option to f abricate casks under C of C 9151 with a 29 inch dianeter secondary lid opening as an option to the previously approved 16 inch di aneter opening.
Increasing the secondary lid di aneter will allow these casks to support a larger nunber of the standard disposable liners used throughout the nuclear industry and will reduce operator exposure in certain operating scenerio's at nuclear utilities.
The requested modification is based upon previously approved lid designs for casks approved under C of C 9159, as well as many other Type A and Type B casks.
The actual details of f abrication for both the lid and the lid lif ting lug are similar to the secondary lid details of C of C 9159. The only materi al diff er-ence between these designs is that the gasket spacer f or the C of C 9151 second-ary lid is retained as part of the primary lid assenbly instead of supplying the spacer as part of the secondary lid assenbly as was done f or the C of C 9159 i

To support this reqJest, NUS Corporation has prepared a new drawing, NLS Drawing No. 8916-M-2006, showing the l arger secondary lid as an option to the drawing pac ka ge.
in addition, a new revision of NUS Drawing No. 8916-M-2001 has been prepared to allow NUSPSC to call out the l arger lid as a f abricatior, option.
Eight sets of these two drawings are enclosed for your use.

Dear Mr. MacDonald:
0n December 19, 1984, NUS Process Services Corporation met with members of your staff and formally submitted a request for a minor modification to Certificate of Compliance 9151.. The modification requested that NUSPSC be granted the option of fabricating Type A-' casks under C of C 9151 with a 29 inch nominal secondary lid-instead of the approved 16 inch nominal secondary lid.
In the original request,. NUSPSC referenced the proposed change to similar lid designs which were approved for Type A casks covered under Docket File 71-9159.

Your staff indicated that additional; comparison data on the two lid designs'and additional. supporting information would be helpful for assessing the alternative
}
lid design.
This letter forwards supplemental information to assist the Com-mission in evaluating the ' original request.
A table - entitled " Secondary Lid Comparison Tabl e" is attached.
This table provides pertinent information on the secondary lid as originally approved, the secondary lid proposed in the request to modify C of C 9151 and the nine lid variations previously approved for Type A casks under C of C 9159 and its
- variants (C of C's 9176, 9177, 9178 and 9179 ).
In addition, a structural analysis of the proposed secondary lid showing suit-
. ability of.the design is attached.
This analysis is based on information con-tained in the original Safety Analysis Report (SAR) for Certificate of Compliance 9151.

Dear Mr. MacDonald:
In conversations with Dr. Henry Lee and Mr. Dick odegaarden, the US tluclear Regulatory Commission (NRC) identified two areas in the NUS Process Services' modification application for Certificate of Compliance Number 9151 (Docket 71-9151) which needed to be addressed in greater detail. This letter and attach-ments supplement the referenced application and address the NRC's questions.
In response to questions concerning the secondary lifting lug identified in NUS drawing 8916-M-2006, NUS has reduced the size of the lug to assure that it will not protrude above the horizontal plane of the primary lif t lugs.
The reduced size lifting lug has been analyzed and meets the requirements of 10CFR71. To support the proposed secondary lifting lug design NUS drawing number 8916-M-2006, Rev.
B and the "NUS14-170 Series 1 Cask Secondary Lid" analysis, Rev. 2, have been re-vised and attached for your review.
The NRC's second question concerning the angic in which the secondary and primary lid gankets are. cut and joined is addressed in the attached revision of IPJS Process Services procedute WM-012 entitled "NUS-14-170 Series 1 Maintenance", Rev.
E.
Procedure WM-012 has been modified to require that gasket joints be made such that the gasket as viewed from the side is cut at an angle other than 90 I trust that the responnes contatned herein are responsive to the remaining quest-ions concerning the sub1ect application.
