/ MINUTES ACRS SUBCOMMITTEE ON IMPROVED LWR DESIGNS AUGUST 5, 1986 WASHINGTON, D.C.

A meeting was held by the ACRS Subcommittee on Improved LWR Designs.

Notice of the meeting was published in the Federal Register on June 24, 1986 (Attachment A). The entire meeting was devoted to a discussion of the Standardization Policy Statement. A list of attendees is in Attachment B.

There were no handouts. Herman Alderman was the Des-ignated ACRS Staff Engineer.

Chairman Wylie noted the main objective of this meeting was to review the two drafts of the Com-mission's Standardization Policy Statement towards the objective of developing an ACRS letter on the Standardization Policy Statement.

He noted that D. Scalletti and D. Moran of the NRC Staff were present.

August 5, 1986 Dr. Siess asked Mr. Scalletti what was wrong with the December version of the policy statement that the Comission didn't like.

Mr. Scalletti replied that it had too much detail. The Commission just wanted a broad statement of policy.

Mr. Wylie added that his understanding was the Commission wanted a policy statement that was simple and their intent was to make it simple i

so that anyone could read and understand it.

The Subcomittee questioned whether the policy statement was for a standard plant or a standard plant design.

Dr. Siess noted that his impression was that is is essentially a standard plant SAR.

Mr. Scalletti noted that the Commission wanted a NUREG to accompany the policy statement that would lay out the implementation requirements for standardization.

In there the various standardization concepts would be defined.

He noted that the reference system design would be the ultimate goal of standardization.

Realizing that this would not take place immediately, certain transition options are allowed which include the basic reference system concept without certification, duplication, replication and the manufacturing license. All of these will be viable options for some interim period of time.

August 5, 1986 Dr. Carbon noted that when EPRI discussed Standardization they talked about requirements.

Dr. Carbon noted the policy statement talks about designs. He asked if both are talking about the same thing.

Mr. Erga, EPRI, responded the EPRI intent is to write a requirement document.

It would be a source from which standardized designs can be developed.

Dave Moran added that the purpose of the requirements document is to foster standardization. He noted that the requirements document is a performance specification.

It is intended by EPRI that the plants built to such a design will follow the one requirement document and therefore be standard designs.

The Subcommittee discussed what was meant by a certified design. What was certified, the design or the specifications.

Mr. Scalletti noted that the level of design detail that is going to be required is not finalized yet. The scope of the design is not finalized yet.

Dr.. Siess noted that previous regulations didn't mention the ultimate goal of preapproved sites.

Mr. Scalletti mentioned that he believed the ultimate goal for licensing should be a preapproved site combined with a certified reference system design.

The Subcommittee agreed that the first paragraph of the Commission's Policy Statement (April 10) was a good policy statement.

1 The Subcommittee discussed standardized construction and the difficulty in achieving this. Mr. Michelson suggested that the Committee recom-mended that the policy statement should not attempt to get into stan-dardization of construction. He n'oted that he thought that quality assurance could be standardized to the extent that it already stan-dardized in Appendix B.

The Subcommittee discussed standardized designs and attempted to deter-mine what a standardized design was. Dr. Siess pMnted out that if you standardize the plant design, the other things like construction and procurement will follow to the extent that they are practical and possible.

Mr. Michelson noted that the Commission policy statement has a shortcom-ing with regard to standardized construction and standardized quality assurance.

Mr. Michelson suggested that the Subcommittee recommend to the Commission that they focus on the design aspects.

Dr. Siess suggested introducing into the policy statement the concept that the focus of the policy statement would be rulemaking and design certification.

August 5, 1986 Both Mr. Michelson and Dr. Siess discussed the rearrangement of the Staff's policy paper as a way to present the ACRS comments to the Commission. Dr. Siess suggested rearranging the first two paragraphs.

Mr. Reed suggested the emphasis should be placed on the standardization of systems and components.

He suggested that if systems and components are standardized then standardized plants will follow as a matter of Course.

Dr. Remick suggested a paragraph in the standardization letter discuss-ing the rulemaking options in the NUREG and the opportunity for public comment.

The Subcommittee discussed improved safety changes in standard plants.

The consensus was that standardization would offer some improvements but major changes would come out of improved reactors.

The meeting was adjourned at 6:05 p.m.
