By letter of June 12, 1980, Georgia Power Company (GPC) submitted its response to Inspection and Enforcement Bulletin (IEB) 80-06 " Engineered Safety Feature (ESF) Reset Controls"..GPC has-recently determined that I

the Main ' Control Room Envi onmental: Control (MCREC) system at Plant Hatch

.1 may not fully meet the requirements. of the Bulletin in that two ' control room dampers do not remain in the tripped position following signal reset.

Specifically, upon signal reset, the MCREC dampers return to their normal mode.

Upon determination, on April 15, 1987, that the Bulletin requirements may not have fully been met, GPC promptly instituted comprehensive-corrective actions'which included:

Instructing our Architect Engineer (AE) to review the 1

design condition and reason for not previously identifying j

this feature during the initial response to 'IEB 80-06.

This action is complete, j

2.

Developing a formal Design Change Request (DCR) package for l

the MCREC system.

This action is complete.

Transmitting this approved design change to plant site for

implementation during the current refueling ' outage.

Having the AE promptly re-review Bulletin 80-06, in light of the detected initial omission, to confirm that all applicable systems were properly reviewed for compliance with the Bulletin requirements.

In addition, all Heating, Ventilation, and Air Conditioning (HVAC) systems identified in the Bulletin will be reviewed in detail to confirm agreement with the Bulletin requirements.

If the review indicates any other deviation from the Bulletin, GPC will advise the_NRC of our corrective actions based on our final review.

As of this date, our A/E has completed an overview of adherence to the Bulletin requirements.

No other issue has been identified.
