ATTN: Mr. R. H. Leonard, Manager Reliability and Quality Assurance 30 South 17th Street Philadelphia, PA 19101
Dear Mr. Leonard:
SUBJECT:
NRC ACCEPTANCE OF THE UE&C QA TOPICAL REPORT (REVISION 7)
We have completed our review of proposed Revision 7 to the United Engineers and Constructors Topical Report UEC-TR-001-7, transmitted by your letter of September 24, 1986. This revision updates the topical report to reflect recent title and organization changes and a commitment to ANSI /ASME NQA-1-1983.
Based on our evaluation of the proposed changes described in Revision 7, we find that the revised topical report continues to meet the criteria of N
Appendix B to 10 CFR Part 50 and is therefore acceptable. This acceptance is based in part on your commitment to comply with the quality assurance related regulatory guides that endorse the ANSI /ASME N45.2 standard and daughter standards and ANSI /ASME NQA-1-1983. Should regulatory criteria or regulations change such that our conclusions about this topical report are invalidated, we will notify you. You will be given the opportunity to revise and resubmit it should you so desire.
To use the topical report in future license applications, applicants need only reference this topical in Section 17 of the Safety Analysis Report. Should it be referenced in a Safety Analysis Report for a new nuclear power project, the basis of our evaluation will be the guidelines in the latest revision to Standard Review Plan Section 17.1 (currently Revision 2). Appropriate changes may, therefore, be necessary.
Please replace our letter of September 16, 1982, with a copy of this letter, renumber the report UEC-TR-001-7A, and forward one signed original to the Document Control Desk, U.S. Nuclear Regulatory Comission, Washington, D.C.
20555. The report should highlight the changes by use of a black bar in the margin where a change is made and the revision number should be adjacent to the bar.
