Summary During the performance of Preoperational Test P0-2.11A.03, "SI Full Flow Test," it was noted that at runout condition that High Head Safety Injec-tion (HHSI)/ Charging Pump 2CHS*P21C was operating below the defined mini-mum operating cu ve.

Immediate Action Taken The test was run a second time to confirm the data taken; similar results were received. Westinghouse reviewed the data and a third test was run to take a full spectrum of data points to aid further evaluation.

The results obtained were again below the minimum operating curve at runout conditions.

Mr. L. M. Rabenau, Lead Compliance Engineer, Beaver Valley Power Station Unit No. 2, contacted Mr. Lowell Tripp, NRC Region I, of this concern on March 23, 1987.

Description of Deficiency The data points obtained during the third run of the test were plotted on the minimum operating curve.

At the runout point, the HHSI/ Charging Pump 2CHS*P21C total developed head (TDH) f alls below the minimum operating point.

Analysis of Safety Implication The inability of HHSI/ Charging Pump 2CHS*P21C to meet the minimum operat-ing criteria invalidates the FSAR Loss of Coolant Accident Analysis and disqualifies it from being considered operable for the Technical Specifi-cations Limiting Conditions f0r Operations.

5.

Corrective Action to Resolve the Deficiency The 2CHS*P21C pump rotating assembly has been replaced with the spare rotating assembly and has been tested satisfactorily.

The original rotat-ing assembly was shipped to Pacific Pump for further factory testing.

Results of the recent Pacific Pump factory test revealed a difference of approximately 95 feet in TDH from the original factory test, which is still within the ecceptable range. A report is in process to be issued to address the variation between the factory test and the site test.

Additional Report it is anticipated that a Final Report will be issued by May 21, 1987.
