Dear Mr. Calvo:
As we indicated in Reference 1, we would be updating you periodically as to the construction status of our Appendix R modifications.
The attached condensed " Schedule of Proposed Modifications" indicate the status of these modifications. As you had expressed some concern for certain construction items in Reference 2 (items 4.6, 4.9, and 4.11(a)), we would like to point out all construction is complete for Item 4.11(a) and that this correspondence is to inform you of the 8705080278 870429 I

commitment schedule change as requested in Reference 5.
The attached schedule also reflects the status of the modifications which were scheduled for completion prior to the EQ start-up.
We wish to point out that Item 4.5 on the attached table indicates that all construction is complete and that training on the detection system will be completed by May 15, 1987. PSC has not reduced its fire watch, which was identified as a compensatory measure, in Reference 3 and approved in Reference 4.
We want to assure the Staff that the health and safety of the public will not diminish, and that the fire watch will not be decreased until this training has been completed.
It should be noted that Public Service Company of Colorado has aggressively proceeded with the modifications and on a regular basis, informed the staff of their construction status.
In addition, in certain instances, we have completed our modifications significantly prior to our commitment date. We will continue this level of effort until our remaining Appendix R modifications are completed.
