Three Mile Island Nuclear Station, Unit 2 (TMI-2)
Operating License No. DPR-73 Docket No. 50-320 Requirements for a Criminal History Check of Individuals Granted Unescorted Access to a Nuclear Power Facility or Access to Safeguards Information by Power Reactor Licensees The purpose of this letter is to provide notification of GPU Nuclear's methodology for implementation of the FBI criminal history checks at TMI-2 specifically in regards to temporary access.
10 CFR 73.57(b) states, in part, " Individuals who do not have unescorted access or access to Safeguards Information after April 1,1987, shall be fingerprinted by the licensee and the result of the criminal history records check shall be used prior to mdking a determination for granting unescorted access to the nuclear powerfacilityoraccesstoSafegua7dsInformation."
Additionally,10 CFR 73.57(b)(2)(v)} states, "Upon further notice to licensees and :vithout further rulemaking, the Connission may waive certain requirements of C11s section on a temporary basis for temporary workers." Subsequently, NRC Seneric Letter 87-04 waived the : requirements of 10 CFR 73.57 for these indpiduals.
Based on the above referenced specitications, GPU Nuclear will grant, on a temporary basis, unescorted access to the facility or access to safeguards information, to these individuals arriving at TMI-2 after April 1,1987, pursuant to the following criteria:
o Satisfactory compliance with all current requirements for unescorted access to the facility or access to safeguards information as hk specified in the TMI-2 Modified Amended Physical Security Plan (MAPSP).

Additionally, as presented to the NRC at a meeting on April 15, 1987, GPU Nuclear will be submitting a proposed revision.to the TMI MAPSP to modify the sccurity measures at TMI-2 to be consistent with the unique condition of this facility.
