Dear Commissioner Asselstine:

I am writing to ask that you accept en invitation to be the featured guest speaker at the 18th Annual Meeting of the Seacoast Anti-Pollution League.

SAPL is a regional non-profit environmental organization that is currently an intervenor in the cperating license proceedings for the Seabrook Nuclear Powar Plant.

Your views en the directions in which the Nuclear Regulatory Commission has moved and is moving both in terms of overall policy and specific regulations would be an enormous contribution to our program.

SAPL is not locked into. any specific date for the meeting and would be able to be flexible in meeting your scheduling requirements.

In general, the meeting is planned for some time in the early falls the optimum time would fall between Labor Day and September 14 (which could pcssibly be the day upon which hearings commence in'the offsite phaso of the Seabrook litigation).

As prompt a decision as you can comfortably make would be very much appreciated.

I do hope that you will be able to answer in the affirmative because your opinions and insights would be of tremendous interest to our membership.

Sincerely yours, Jane Doughty Field Director Founded 1969

Thank you for your letter of April 3, 1987, regarding the request of Because We Care About Rowley and You to attend a m9eting concering the Seabrook Station Nuclear Power Plant, j

I can certainly understand that, with your term expiring on June 30, your schedule in the next two and a half months.must be ;

hectic indeed.

I also understand and appreciate your concerns about receiving ex parto communications on a contested issue which is present1Tbefore the Commission.

It has never been my L

intent to attempt to influence the vote of any member of the

]

Commission other than through the normal regulatory procedures.

j j

I would, however, like to renew my invitation for your appearance i

at a meeting subsequent to the expiration of-your term as a Comatissioner.

Your participation in a ineeting such as the one I outlined in my previous letter is still greatly desired.

I do hope you will give the matter additional censideration and accept my invitation.

Again, I regret any misunderstanding my previous correspondence niay have caused and I look forward to your reply.
