Dear Mr. Anderson:

We have reviewed the draft Surveillance and Maintenance Plan (SMP) for the South Clive, Utah UMTRA disposal site, transmitted by your letter dated March 2, 1987. The enclosed corrcents are identical to some of those transmitted by letter dated August 18, 1986, pertinent to hRC staff review of the Shiprock SMP.

Since we have not yet received a response to the Shiprock corrents, those applicable to both SMPs have been repeated here.

No additional concerns specific to the South Clive SMP were identified.

However, the NRC staff review of the ground-water monitoring portions of the SMP will not be finalized until EPA revisions to the Title I ground-water standards have been sufficiently defined.

Comment: Page 2, Section 2.1.4, Signs An unattended facility is-likely to be an inviting location for trespassing and vandalism. For this reason, several warning signs should be mounted on posts within the chain-link fence, out of reach of would-be vandals. Additionally, attaching warning signs on the inside of the fence ~, rather than the outside, would likely decrease theft.

.Commentor: NRC Staff /Geotechnical Engineering Comment: Page 3, Section 2.2, Settlement Plates This section should briefly cover what total and differential settlements are anticipated based on design predictions. Moreover, it should include a description of the increased visual observations that would be performed during the Phase I inspections, if these anticipated settlements are significantly exceeded and settlements are shown to be non-uni form. The staff suggests this section include a requirement that the settlement data be graphically plotted in the time-settlement format after each recording, where significant changes and trends could be readily viewed and assessed.

Commentor: NRC Staff / General Comment: Page 7, Section 5.0, Aerial Photography The SMP indicates that " aerial photography fonnat will be selected in concert with technical specialists...". This statement is somewhat confusing, since the DOE Guidance for UMTRA Project Surveillance and Maintenance contains format guidelines by which these photographs would ,

be taken. The statement should be revised to be consistent with the-

specifications of the Guidance Document or justify an alternate format. .

opportunity to determine whether the NRC _ staff should be actively involved in .the contingency inspectio'n and the ensuing impact . evaluation.
