TRIP REPORT FOR APPENDIX 7 ASSIGNMENT TO DOE-SRPG, COLUMBUS, OH, SEPTEMPER 29 - OCTOBER 1, 1986 Enclosed please find the final Trip Report for the September 29 - October 1, 1986 Geology / Geophysics Appendix 7 visit to 00E-SRP0, Columbus, OH. Dr. Tilak Verma, the NRC on-site representative at the time of the Appendix 7 visit, commented on the draft Trip Report, and the report was revised on the basis of his comments.

This action fulfills Geotechnical Branch documentation requirements for Appendix 7 assignments as stated in the February 27, 1986 memorandum to WM staff on Appendix 7 site assignments.

2 the Site Characterization Plan (SCP) to NRC. Shaft sinking is scheduled to follow receipt of NRC comments on the planned shaft sinking activities described in the SCP, although " site preparation" work prior to sub-mittal of the SCP may involve excavating as deep as 100' from the surface without constituting " shaft sinking" in the view of SRPO. The networks call for two 4-mile 4

seismic lines across the EDBH locations to be completed prior to start of EDBH activities. Shaft completion is scheduled for 27 months following ground-breaking, i Reviewed SRP0/0NWI plans for In-Situ Test Program and Geologic Mapping in Exploratory Shaft Facility (ESF)

-Connection of two 12' diameter shafts defines commencement of the testing program. At this time, SRP0 has imposed MSHA gassy mine requirements upon itself on-subsurface excavation activities.

-Geologic testing in the ESF will include lithologic, structural, and geohydrologic characterization. Core i samples will be obtained for rock mechanics, water, and 4 gas sample collection. Geophysical logging will be per-formed for lithologic, stratigraphic and rock properties 4

information, as well as information on structural discont-inuities and existence of rock mass cavities. Seismic monitoring will be performed to detect natural and induced i seismicity. Electric resistivity surveying to determine conductivity and corrosive properties, and gravity surveys to identify anomalous zones on basis of density variation will also be performed.

-The Synthetic Data Base includes a hydrogeologic parameter tratrix, shaft groundwater inflo, rock / soil mechanics data, seismic design data, and a hypothetical core log. There are no site-specific data at present. Fluor Technolooy, Inc. is doing a sensitivity study or " variance analysis" on input parameters. Eventually, site-specific data will be compared with synthetic data. SRP0 hopes that the site-specific data will be confirmatory. The importance of electric logging in data collection was emphasized.

-3 shaft monitoring wells are planned for each of the EDBHs.

A total of 50 ESF foundation borings is planned. The first seismic survey is planned along the EDRHs. (2 four mile lines, the north-south line to be extended south to tie in with others.) Questions on mining-induced motion, thermal heave and subsidence and compliance with 10CFR72.66 were raised.

-The SIP is divided into 4 chapters entitled Introduction.

Environmental and Socioeconomic Concerns, Design, and The Site, respectively. Chapter 4 includes an extremely de-tailed matrix relating Site Study Plan (SSP) activities to issues and information needs. Issues related to key issues

" Repository Post-Closure Isolation Capability" and "Feasi-bility and Associated Costs" are listed on Attachment 8.

(The matrix also includes an additional level of detail i on information Needs related to specific issues.)

" Conducted informal discussions on plan for seismic investigations and development of 3-D seismic model of Palo Duro Rasin. Examined seismic reflection profiles A, 0, and 9 near Deaf Smith site. l

-Seismic reflection profiles of seismic lines A, 0, and R as reprocessed by Dawson and Co., Denver, C0 were observed.

These profiles are being examined for evidence of a postulated fault extending toward and possibly beneath the site. DOE is in the process of procuring proprietary seismic reflection for the Palo Duro Rasin from Penn7 oil.

The exact location of the lines is not known at this time.

DOE lines are run. The Seismic Acoustics Laboratory (SAL) at the University of Houston is currently developing a 3-D model for basement through Dockum units. The model is 24" square and 8" thick and made of rubber and will be placed in a water tank to help with coupling (transducers). Tests will be run and data generated in much the same way as field data. SRP0 will use the model to determine how well faults can be detected in relation to how they are oriented.

Discussed field activities readiness review with SRP0/0NWI personnel.

-This review was performed to determine readiness to begin surface based field work and ESF testing. A similar readi-ness review on the SCP is now underway.

PROBLEMS ENCOUNTERED: None.

PENDING ACTIONS: We are preparing a request that DOE transmit to NRC numerous planning and technical documents which we were permitted to view but not retain (Attachment A1 RECOMMENDATIONS: For the near term, we recommend additional Appendix 7 visits for NRC staff in geology / geophysics to monitor SRP0 progress on the SIP and the SSPs in anticipation of a formal review of these documents in 1987. In planning future Appendix '

visits, we suggest that attendance in the discussions be coordinated between NRC and DOE so as to increase the opportunity for one-on-one discussions between principal technical staff. Lastly, we urge that NRC closely follow development of the WBS networks because it appeared 1 to us that the schedule built into the networks is very tight leaving little leeway for ad.4ustments resulting from NRC-DOE interactions during the pre-licensing period.
