SUBJECT:

PERFORMANCE APPRAISAL UNDER THE STATE OF TENNESSEE /NRC ENVIRONMENTAL MONITORING CONTRACT A routine appraisal of performance under the NRC/ State of Tennessee Environmental Monitoring contract was conducted on September 18, and 19, 1986.

A copy of the NRC Appraisal is enclosed.

The appraisal included an in-depth assessment of activities performed and a review of the annual report submitted by the State of Tennessee pursuant to the 1985 contract.

A preliminary review of the State's performance under the 1986 contract was also conducted.

Results of the appraisal were discussed with you and members of your staff by Ms. S. Adamovitz during a visit to your office in Nashville, Tennessee on September 18 and 19, 1986.

The appraisal identified a continuing problem of missing analyses due to inoperable laboratory counting systems.

In order for the State to maintain laboratory capabilities at an acceptable level, reliable instrumentation must be available for contract sample analyses.

Further management attention should be directed to the solution of this problem.

The appraisal als'o identified a need for development and implementation of a training program in the areas of radiochemistry and instrumentation.

Chemists from the Environmental Laboratories Radiochemistry Section had not attended formal training courses in laboratory or instrument methodology during 1985 or 1986.

Overall parformance with respect to contractual requirements has been acceptable.
