Please send me copies of any and all reports, investigatory files or reports, memos, internal memos, company memos, company responses, NRC finding or conclusions and directives regarding an incident involving a breach of security in July 1986 at the Point Beach nuclear power plant owned by the Wisconsin Electric Power Co.

As you know, the FOI Act provides that if portions of a document are exempt frota release, the remainder must be segregated and disclosed.

Therefore, I will expect you t o send me all nonexempt portions of the records which I have requested, and ask that you justify any deletion: by reference to specific exerptions of the FOI Act.

I reserve the right to appeal your decision to withhold any materials.

I am a journalist employed by The Post-Crescent Newspaper of Appleton, Wis., and intend to use the information I am requesting as the basis for a planned article.

Therefore, I ask that you waive all search and duplication fees.

As I am making this request in the capacity of a journalist and this information is of timely value, I will appreciate your communicating with me by telephon e, rather than by mail, if you have any questions regarding this request.

This refers to the special physical security inspection conducted by Mr. G. L. Pirtle of this office on July 18 and August 6-7, 1986, of activities at the Point 8each Nuclear Plant authorized by NRC Operating Licenses No. DPR-24 and No. DPR-27 and to the discussion of our findings with Mr. J. Zach and other members of your staff at the conclusion of the onsite inspection on July 18, 1986.

The primary emphasis of this inspection was-to determine the cause.and significance of the security event described in your Security Event Report No.86-002, dated July 17, 1986 and to evaluate the corrective actions initiated pertaining to that event. Our evaluation of-the event was discussed with your staff at the July 18, 1986 exit meeting and the August 13, 1986 Enforcement Conference held at the Region III office.

During this inspection, certain of your activities appeared to be in, violation of NRC requirements.

You will be notified by separate correspondence of our decision regarding enforcement actions _ based on the findings of this inspection. No written response is required until you are notified of the proposed enforcement action; however, the extent of the potential violations warrant immediate senior management attention and action to correct the adverse

trend in the security force's performance since January 1985.

Results: The licensee was found to be in compliance with NRC requirements except as noted below:

a.

Physical Barriers - Vital Areas: On three occasions between January 21, 1985 and July 13, 1986, a vital area barrier was degraded without proper compensatory measures being implemented, b.

Records _and Reports: Between January 21 and 27,1985, two security events involving a loss of physical security effectiveness were not reported to the NRC as required by 10 CFR 73.71(c).

Additionally, a weakness was noted in the alarm station operator initial performance evaluation program..
