Dear Mr. MacDonald:
In order to comply with NRC rule of conversion to low enriched uranium (LEU) fuel from highly enriched uranium (HEU) fuel, RPI is now arranging to have the HEU fuel on site, returned to the US Department of Energy (DOE).
The fuel is owned by the DOE, and DOT-6M, 110 gallon drum containers provided by DOE, are being used for the fuel shipment. Transportation will be handled by a DOE SST (transport truck with guards).
Approval of the enclosed QA Program will clear the way for finalizing the shipment plans. The Program outline follows Regulatory Guide 7.10 (June 1986) in those parts of Annex 2 that are applicable to the use of type B( )F containers.
Your prompt attention to this matter will be greatly appreciated. The DOE scheduling review is in progress at this time.
