Dear Senator Proxmire:
This is to acknowledge receipt of your April 4,1987 letter, to which you attached some additional correspondence from Tony Marini regarding the release of funcing for NRC inspection work. The letter from Tony Marini implies that needed inspection work is not being done because funding is not being released.

l "Our son Bill, who works as a consultant doing inspection work for NRC has not worked since May of 1986.
It seems the need is there to do the inspection work, but NRC I
keeps saying funding is not being released."
Mr. Bill Marini is neither a consultant to nor contracted with the hRC, but has i
served in the past on a part-time basis as a subcontractor to one of our techriical dssistance services contractors. He has been used on NRC inspections a nun.ber of times; however, his experience is primarily related to the construction of nuclear i
facilities, and there has been a sharp decrease in nuclear plant construction in the past several years.
NRC inspections are primarily done by NRC personnek. Contract technical assistance is sometimes used for specialized areas in which NRC either lacks sufficient expertise or the NRC expertise is not readily available. Such technical assistance is used in support of team inspections we occasionally use to augment the resident inspectors and the region-based staff we use to oversee the daily operations. With regard to the release of funds for inspection work, sufficient funds are available, and have been available in the past, for required technical assistance.
- However, we cannot guarantee extensive or frequent employnient for Mr. Marini or any other technical assistance specialist since the need for and timing of team inspections is affected by the nature and number of plants experiencing the need for such efforts.
