In late September of this year, the Nuclear Regulatory Commission held a series of hearings in Suffolk County for the purpose of allowing local citizens an opportunity to voice their thoughts and concerns with regard to the licensing of the Shoreham Nuclear Pcwer Plant. I believe this local input provided those judges who were present, with a valuable perspective of the area's stance on the continued efforts to proceed with full-power licensing procedures for cperation of the plant.

Earlier this week, it was announced that the Commission had replaced two .

of the three judges on a licensing board that last year concluded that the Long Island Lighting Company lacked the authority to implement its emergency evacuation plan for the - Shoreham Power Plant. Additionally, those same two judges participated in and benefitted from the local hearings referred to above.

inasmuch as the local hearings were designed to provide the people who must ultimately decide upo, a critical aspect of the licensing of a nuclear plant, with personal contact and information from area residents. I believe the newly appointed judges are obligated to conduct such public hearings so that they too can benefit from this process.
