STATE OF OHIO'S SUPPLEMENTAL MEMORANDUM IN SUPPORT OF ITS MOTION TO INTERVENE, AND A REQUEST THAT THE
. COMMISSION POSTPONE ACTION ON FULL POWER OPERATION
'The State of Ohio has been advised that the Commission will take up the question of Ohio's motion to intervene and the I
Licensee's request for full power authorization at its meeting on October 30, 1986.
For the reasons that follow. Ohio urges
_ granting of its motion to intervene, and asks the Commission to postpone action on a full power' license.
Recent events at Chernobyl and the January 31,
- 1986, earthquake near the Perry plant caused the Governor of Ohio to withdraw his approval of the Perry offsite evacuation plan, and to appoint a task force to closely re-evaluate the plan to assure that the plan fully protects the safety of persons living and working near the plant.

a Commission of
- Ohio, and Raymond Galloway, Adjutant General (National Guard), is now at work on the evaluation, and will issue its report by December 31, 1986.
The task-force is examining numerous issues, including the following:
0 the accident scenarios' on which the plan is premised:
0 the adequacy of the radius of the emergency planning zone:
0 utility notification of governmental authorities:
O responsibilities of the Governor and county officials; O
notification of the public in case of emergency--
adequacy of sirens and methods of notifying.the hearing-impaired:
O adequacy. of evacuating special populations, like hospital and nursing home
- patients, disabled people:
0 the willingness and ability of bus drivers and other emergency workers to perform assigned functions; O
the effects of an earthquake on roads and bridges that would be used during an evacuation:
'O the capability of area hospitals to treat victims of radiation poisoning:
0 the adequacy of ingestion zone planning:
0
' procedures for determining when people could re-enter an evacuated area; O
relocating people if an area were to remain uninhabitable for an extended period of time:
0 the length of time it would take to evacuate during a severe snowstorm; O
decontamination procedures and waste disposal: :
~
0 adequacy of radiation monitoring; O
availability of radioprotective drugs, and; O
availability of emergency responso information to school administrators.
. teachers and others charged with specific responsibilities.
These are all matters of vital importance to the public safety.
Because Ohio's review of.the offsite plan is moving forward swiftly, and because these are matters of critical importance to the Commission's obligation.to assure public safety, the Commission should postpone a decision on a full power operation until the Commission has had an opportunity to review Ohio's evaluation of the
- plan, and make necessary changes in the plan.
This short, additional delay in full power operation is fully justified, because the public should not incur the risk of full power operation in the absence of an adequate plan.
