Pursuant to the provisions of 10 CFR Section 2.201, Georgia Power Company is providing the enclosed response to the Notice of Violation associated with inspections conducted at Plant Hatch during the period December 20, 1986 - January 23, 1987.

NRC Inspection Report Nos.

50-321/86-43 and 50-366/86-43 (transmitted by letter of March 11, 1987) identified an apparent failure to adequately test alarm setpoints for the Unit 2 hydrogen recombiner system. is a reproduction of the Notice. of Violation, and is Georgia Power Company's response.

DPR-57, NPF-5 INSPECTION REPORT NOS. 50-321/86-43 AND 50-366.86-43 MARCH ll,1987 VIOLATION 50-366/86-43-02 Unit-2 TS 4.6.6.2.b.1 requires a channel calibration of all recombiner instrumentation and control circuit at least once every 18 months.

Unit-2 TS 1.0 definition "The CHANNEL CALIBRATION shall encompass the entire channel including the sensor and alarm and/or trip functions...."

Contrary to the above, as of January 23, 1987, no procedures were established to verify the hydrogen recombiner trouble alarm setpoints.

Also, the instrume'ntation associated with this equipment was on a 5 year surveillance frequency rather than on an 18 month interval.

This is a Severity Level V violation (Supplement I).

Admission or denial of the alleged violation:

GPC accepts a Severity Level V violation.

Procedures (57CP-T49-001-2S and 57CP-T49-002-2S) were in place at the time of the in:pection.

A technical review of the procedures revealed deficiencies in that they did not properly check all required functions.

Specifically, the local panel annunciator, as well as the pressure, level and flow transmitters were being tested at a five year frequency.

All other components were being tested on an 18 month interval.

Procedure 34SV-T49-001-25, PRIMARY CONTAINMENT HYDROGEN RECOMBINER SYSTEM FUNCTIONAL TEST (Heatup to 1200 Degrees F) and 34SV-T49-002-2S, PRIMARY CONTAINMENT HYDROGEN RECOMBINER SYSTEM FUNCTIONAL TEST (Heatup to 600 Degrees F) confirm the operability of the liydrogen Recombiner System in that the system controllers interact directly and indirectly through sensed changes in the process in order to control the operation of the system.

Procedures 34SV-T49-001

& 002 were successfully performed, documenting operability of the hydrogen recombiner, at the Technical Specifications specified frequency.

The general issue of procedure improvement was recognized by GPC and led us to initiation of a program to improve plant procedures.

Our Procedure Upgrade Program (PUP) is an important and integral part of GPC's corrective actions for previously identified procedural deficiencies.

Reason for violation:

The deficiency noted above was caused by inadequately written procedures such that misinterpretation of the procedures did occur, and the procedures did not clearly call for calibration of a portion of the system instrumentation at the specified frequency.

We wish to note that none of the procedures related to this event had been through the PUP at the time of the citation.
