Dear Mr. Noonan:
By this letter, Houston Lighting & Power Company (HL&P) submits Revision 3 of the South Texas Project Electric Generating Station (STPEGS)
Emergency Plan. This revision of the Emergency Plan incorporates comments from the hRC staff reviewer as discussed at a meeting between HL&P and the NRC on September 3, 1986.
HL&P is preparing an Augmentation Study as requested by the NRC staff reviewer to support HL&P's position that 45 minutes is an adequate response time for plant staff to report to their emergency posts in consideration of the remote location of STPEGS. The Auomentation Study is expected to be completed by November 1, 1986. Additionally, HL&P will address the NRC policy' statement on medical services after the NRC issues guidance on this topic which is currently scheduled for November 1986.
As noted by NRC in the September 3, 1986 meeting, several of the Letters of Agreement are more than one year old. Updated Letters of Agreement have been requested and are expected to be available prior to the Emergency Preparedness Appraisal.
