.N0TICE OF' VIOLATION (NRC INSPECTION REPORT NO. 70-734/87-05) I This'1etter. refers to the routine inspection' conducted on May 18 - 20, 1987, at the_GA Technologies, Inc.,' Category II_and,III Facilities, La Jolla, California.' The violations were identified by NRC Physical Security Inspector, A. D. McQueen and discussions of the inspection findings-were held by the inspector.with yourself and members of the GA Technologies, Inc., staff ' on May 20, 1987. On May 19,1986,'it was determined that special nuclear material of low strategic significance (LSNM) was being stored in a non-Controlled Access Area, contrary to requirements in the approved security plan. Additionally, it was found that a combination on a special nuclear material storage vault had not been changed annually as required by the security plan. The root causes of the violations appear to be failure to appropriately store LSNM and to insure the vault combination was changed on an annual schedule. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violations described in the enclosed notice have been classified at a Severity Level IV and a Severity Level V. You are required to respond to this letter and should follow the instructions specified in the enclosed Notice when preparing your response. In your response, you should document the specific actions taken and any additional actions you plan to prevent recurrence. After reviewing your response _to this Notice, including your proposed corrective actions, the NRC will determine whether further NRC enforcement action is necessary to ensure compliance with NRC regulatory requirements. In accordance with Section 2.790(d) of the NRC's " Ruler of Practice," Part 2,.
