NRR OFFICE LETTER NO. 100 - PROCEDURE FOR PREPARING NRR OFFICE LETTERS PURPOSE This procedure establishes the format for the preparation of NRR Office Letters.
It is to aid managers in planning, developing, and issuing clear and effective office policies and procedures.
It is also to ensure consistency in the format and content of NRR Office Letters. This directive supersedes IE Office Procedure 0020 and NRR Office Letter No. O.
DEFINITION Office Letters are to (1) provide NRR policy; (2) define responsibilities, authorities, and procedures; and (3) establish requirements related to managing and carrying out the functions of the Office of Nuclear Reactor Regulation.
RESPONSIBILITIES AND AUTHORITIES Office of the Director, NRR a.
Approves all NRR Office Letters, b.
Assigns responsibility for the preparation of NRR Office Letters to the staff on a case-by-case basis.
Chief, Policy Development and Technical Support Branch (PTSB) a.
Administers the NRR Office Letter system. This responsibility includes updating the criteria and procedures in this Office Letter as the need arises.
b.
Ensures that the staff participates in the development of procedures as appropriate.

Ensures that procedures are approved by the Office of the Director before they are printed in final form.

Manages the system for numbering, printing, distributing, filing, and stocking Office Letters, e.
Ensures that the staff adherer to the criteria established for'the prepara-tion and issuance of NRR Office Letters.

Office Letters define NRR policy, arocedures, and requirements related j
to the managing and carrying out t1e functions and responsibilities of NRR.

Office Letters should not be redundant to procedures in the NRC Manual.

The procedures in the Office Letters should be specific to NRR functions and responsibilities, d.
The format and content of Office Letters should be consistent with the example enclosed.

Office Letters must include an effective date.
NRR OFFICE LETTERS AND REQUEST FOR NEW DIRECTIVES a.
Requests for revised guidance and new directives should be addressed to Chief, PTSB.
b.
Revised Office Letters will be issued in their entirety. Revised material will be marked by a bar in the left hand margin next to the revisedline(s).
BASIC REQUIREMENTS a.
Procedures stated in Office Letters shall be followed, unless deviations are approved by the Office of the Director. The wording should make clear what is mandatory and what is guidance. Active verbs should be used to require action. Unemotional and concrete words should be used.
Office Letters should state who, when, where, how, and why. They should be written in a readable style.
b.
Office Letters must be reviewed by a Technical Editor.
c.
Office Letters must be sent to Chief, PTSB, for review'before they go to the Office Director for signature.
4 6 EFFECTIVE DATE This Office Letter is effective'upon issuance.

PURPOSE This item is a broad statement of the function or subject matter covered by the procedure.
It may also be used to define those portions of the function not covered.
DEFINITIONS A definition is included only if certain terms are used in a special context, or if their meaning may not be clear to those who will use the procedure.
If there are many terms peculiar to a procedure, a glossary of terms may be included as an appendix or part of an appendix to the procedure. These terms should be arranged in alphabetical order.
OBJECTIVES

The objectives of an Office Letter may be implicit in the statement of purpose.
If a policy statement is more appropriate, it may be substituted for " Objectives".
Therefore, this paragraph may be omitted from some Office Letters.
RESPONSIBILITIES AND AUTHORITIES TheDirector(oranActingDirector)oftheOfficeofNuclearReactor Regulation must sign an Office Letter.
This section must define the responsibilities and authorities of managers of organizations who are functionally concerned, beginning with the manager who has primary responsibility for the function or program.
This section may also define the responsibilities and authorities comon to

all managers of organizational units involved, if applicable.
BASIC REQUIREMENTS
- Subsections of an Office Letter may be used to define and explain the require-ments of the function or program. Appropriate titles should be used to describe the procedure; (e.g., " Report Preparation", " Applicability", " Preparing, Revis-ingandDistributing"). Although other subsection headings may be used, these examples represent those that will be most commonly used.
- " Footnotes appear at the end of the text on the page on which the reference occurs.
If only one or two footnotes are used, footnotes may be identified by symbols (e.g. *, **).
