Fuel Enrichment

Dear Mr. Stolz:

The Arkansas Power and Light Company hereby requests an amendment to its Operating License DPR-51 for Arkansas Nuclear One - Unit 1 with the enclosed submittal of a proposed change to the Technical Specifications. The proposed change deletes the specification of maximum enrichment limit for reload fuel. The change is needed for economic reasons to decrease feed batch size (increase discharge burnup), in particular ANO-1 Cycle 9 reload scheduled for mid-1987 would have a feed batch of 60 assemblies. We believe this specification is unnecessary in that other existing Technical Specifications and regulations govern the limits of core performance, thereby specifying the conditions which must be met prior to use of higher enrichment fuel. A similar amendment request for ANO-2 (Docket 50-368) was granted by the Nuclear Regulatory Commission in correspondence dated November 7,1983, to Mr. John M. Griffin (AP&L) from Mr. Donald E. Sells (NRC) (2CNA118302). The Commission found such a request was also acceptable in its Safety Evaluation for the Oconee nuclear station dated August 27, 1986. This request also addresses certain typographical errors.

Although the circumstance of this proposed amendment to the Technical Specifications is not of an exigent or emergency nature, expeditious handling is requested. The ANO-1 Batch 11 enrichment must be set by February 16, 1987 in order to provide the requisite separative work unit (SWU) notice to the U.S. Department of Energy.

- In accordance with 10CFR50.91(a)(1), AP&L has evaluated the proposed change using the criteria in 10CFR50.92(c) and has determined that said change involves no significant hazards considerations. Also, in accordance with 10CFR50.91(b)(1) a copy of this amendment request with attachments has been sent to Ms. Greta Dicus, Director, Division of Radiation Control and Emergency Management, Arkansas Department of Health. A check in the amount of $150.00 is included herewith as an application fee in accordance with 10CFR170.12(c).
