Dear Mr. Martin:
Nebraska Public Power District (NPPD) has been working closely with Mr. Gene Bates of Region IV concerning the NRC's new approach to emergency response.
Our Emergency Planning Staff at Cooper Nuclear Station (CNS) has studied the co-location concept, and made recommendations to management concerning our responsibilities during this evolution. One such item of recommendation was remodeling of our present on-site Emergency Operations Facility.
Construction on the EOF began October 1,1986. During the construction and refurbishing phases, certain operational areas within the EOF will be non-functional should an actual emergency situation warrant the activation of this facility. To compensate for this, CNS will utilize its alternate EOF (AEOF), located in Auburn, Nebraska.
