Enclosed please find a letter dated June 1,1987 from Poco Graphite, Inc.
1 requesting an amendment to export license XMAT0326 to 1) add Singapore as an additional ultimate consignee; and, to 2) increase the quantities now authorized under conditions 2 and 3.
Before taking action on the amendment request, we would appreciate your views, in accordance with established procedures, as to whether the proposed amendment meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonproliferation Act of 1978.
