SUBJECT:

TRIP REPORT: NUCLEAR EMPLOYEE DATA SYSTEM (NEDS) BRIEFING On March 25, 1986, I attended a briefing of HQ safeguards staff on the NEDS proposal. The briefing was presented by Northeast Utilities and International Energy Associates Limited (IAEL). The. presentation covered the history, objectives, security, quality assurance / audits, and implementation of the NEDS program.

i As you are aware, the NEDS concept has been presented to the Commissioners and i Regional management'in Regions I and II. The NEDS participants are ready for ]

implementation. j i

A 50.54(p) submittal to one of the NEDS participating utilities in Region I was l submitted. It was tra'nsferred by Region I to NRR for policy review. This action l will impact two Region II sites, Surry and North Anna since VEPC0 is a NEDS participant. No changes have 5een proposed to the VEPCO access authorization programs.

Attached are a list of attendees, briefing outline, and NEDS standards.
