CNoa00. lilinois 60600 0767 December 11, 1986 Mr. Harold R. Denton, Director Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission Washington, DC. 20555

Subject:

Byron Station Unit 2 Braidwood Station Units 1 and 2 Initial Test Program NRC Docket Nos. 50-4'55, 50-456 & 50-457

Dear Mr. Denton:

This letter contains a proposed revision to a startup test included in the Initial Test program. The specific test, 50% load reduction, is described in FSAR Table 14.2-89.

The test is being modified so it will only be performed at 100% reactor power. Additionally, the acceptance criteria of the test is being modified to allow some minimal manual intervention to i

bring plant conditions to steady state following the load reduction.

Attachment A of this letter contains the proposed ravision to the FSAR Chapter 14 test abstract.

We believe this proposed change is consistent with current test methods on other Westinghouse plants where the test is performed only at one power level. In addition, we believe some manual intervention is acceptable and should not invalidate the test results if operating procedures call for manual control of a system to recover from the transient.

We are requesting NRC concurrence with this proposed change to the Initial-Test program for Byron Unit 2 and Braidwood. The attached FSAR revision will be included in the next amendment if the proposed change is approved.

please direct any questions regarding this matter to this office.

One signed original and fifteen copies of this letter and attachment are provided for NRC review.

Very truly yours, Kd K. A. Ainger Nuclear Licensing Administrator
