Dear Mayor Bradley:

This is in further response to your letter of August IC,1986 requesting that the Nuclear Regulatory Commission (NRC) conduct public hearings and permanently close Rancho Seco Generating Station.

Rancho Seco is presently in a shutdown status and we have been informed by the licensee that it does not intend to commence start-up until May 1987. The licensee is currently implementing a plant performance and management improvement program in addition to other activities which will address the major concerns expressed in your August 26, 1986 letter in addition to NRC concerns.

I can assure you that until the licensee demonstrates to the NRC that it can operate Rancho Seco safely and reliably and until the NRC can reasonably assure that the public health and safety will be protected, the NRC will not agree to the restart of Rancho Seco.

The NRC believes it would be more meaningful to formally respond to your letter following the staff's evaluation of corrective actions taken by the licensee, which will occur prior to any restart decision.

Whether there will be a public hearing with respect to the issues you raise will depend on the Director's Decision and the nature of any order that may be issued with it.
