Application This certificate is applicable to the High Integrity Containers (HIC) specified below for use at the commercial low-level radioactive waste burial facility located near Richland, Washington. The HIC will be used for transporting and disposing of radioactive waste.

2.

General Design The design, materials, manuf acture and use of the containers shall conform to the specification and analysis which has received approval of the Department and the U. S. Nuclear Regulatory Commission including the latest revision of:

Applicable Approved Container This approval shall apply only to the High Integrity Containers furnished by Nuclear Packaging, Inc., 1010 South 336th Street, Federal Way, Washington and built in conformance with Nuclear Packaging Drawing X-20-2410.

Quality Assurance The containers shall be manufactured, stored and used in accordance tith:

A.

NuPac 10 CFR 71 Quality Assurance Program for Shipping Packages for Irradiated Fuel, High Level Waste and Plutonium, Letter #QA-78-1, Rev. 4, NRC Approval Number 0192.

B.

Users Guide for the NuPac Enviralloy High Integrity Container, OM-32, Rev. 1.

C.

Pacific Nuclear Systems Quality Control Manual, and Revision thereto.

5.

User Requirements Use of this container shall be in accordance with all applicable require-ments specified in documents listed in Section 2 of this certificate; U.S.

Department of Transportation Regulations; State of Washington Rules and Regulations for Radiation Protection; and conditions of License WN-1019-2, issued to US Ecology, Incorporated by the state of Washington.

6.

Specifications The following specific limitations for the container as identified in this certificate shall also apply and be strictly adhered to:

A.

Free Standing Liquid: Any free standing liquid must be less than one percent (1%) by waste volume.

B.

Radiation: The specific activity of dewatered resins shall not cause radiation levels to exceed 1 x 108 rads (beta-gamma) as the maximum integrated dose to the inner surface of the container.

C..

Chemicals:

Chemicals that exceed those specified in the Users Guide for the NuPac Enviralloy High Integrity Containers, OM-32, Rev. 1, are not allowed to be introduced into the container, nor the container subjected to these materials.

D.

Thermal: The containers must not be exposed to temps.atures from the contents or surroundings that exceed the restrictions of OM-32, Rev. 1.

E.

Weather: The containers should be stored and transported in such a way as to minimize exposure to unnecessary heat (sunlight) and inclement weather conditions.

F.

Weight: The weight of the container and contents must not exceed 4,200 pounds.

G.

Drop Test: Container must be capable of withstanding a free fall drop of 25 feet onto the ground, a yielding surface simulating the type of soil found at the Richland site.

Mechanical Strength: The HIC shall be designed to have sufficient H.

mechanical strength to withstand horizontal and vertical loads on the container equivalent to 55 feet of material (overburden) having a density of approximately 120 pounds per cubic foot.

Name Plate: All containers filled after May 1, 1986 shall bear the Certificate of Compliance Number. The marking shall be fabricated of materials that are capable of maintaining their legibility through all normal shipping and handling conditions.

J.

A passive vent per Drawing X-20-2410, Rev. E, is mandatory, except for mobile radioactive species such as tritium. Use of the container without a vent shall require the specific approval of the departr:ent.

K.

Volume: The internal and external volume shall be as follows for the the purpose of burial records:

Internal Volume External Volume 44.9 ft3 49.9 ft3 L.

The high integrity container is limited to the following waste forms (Classes A, B and C):

1) dewatered bead resins, powdered resin, and diatomaceous earth 2) compressible solid waste 3) non-compressive solid waste 4) filter elements and cartridges 5) solidified resins, sludges, and liquid waste 6) incinerator ash, residuals, or equivalent waste which have been rendered non-dispsrsable in a binding matrix.

Any modification or changes of the container design, materials, or usage are subject to prior approval by the department.

This approval is contingent upon successful use and demonstration of the package.
