Detroit Edison Response Inspection Report 50-341/86027 This letter responds to your Inspection Report No.

50-341/86027.

This inspection was conducted by Dr. M. J. Oestman and Mr. L. J. Hueter of NRC Region III on August 5, through 8, 1986.

Section 4 of the subject inspection report describes Detroit Edison's commitment to improve the plant water chemistry program.

During our startup test phase, operating data will be collected to allow for evaluation of system performance based on BWR Owners Group guidelines.

It is expected that this evaluation will be completed within 6 months after commercial operation.

Section 7 of the subject report discusses a violation related to the Chemistry verification Program.

In order to strengthen this program, a specific assignment for coordination of this program has been made.

Detroit Edison's response to the notice of violation is enclosed with this letter.

RESPONSE TO NRC INSPECTION REPORT NO. 50-341/86027 Statement of Violation 86-027-04 The licensee's Chemistry Procedure 71.000.04, Revision 2, February 21, 1985, titled, " Chemistry Quality Verification Program", requires, among other things, in Section 6.1.1 that nonradioactive blind and/or spiked samples be prepared and analyzed at least quarterly in intra-laboratory quality verification program.

an Contrary to the above requirement, during the fourth quarter of 1985, the licensee failed to perform the chloride analysis intended to satisfy this requirement.

Corrective Action Taken and Results Achieved A review of Intra-Laboratory nonradiological quality verification samples performed during the first and second quarters of 1986 has demonstrated full compliance with the Chemistry Quality Verification Program.

Corrective Action to Avoid Further Violation Two weaknesses were identified in the Chemistry Quality Verification Program:

1) No preplanned schedule existed describing what type of quality verification samples that should be prepared and who should prepsre them, and
2) a specific person was assigned the responsibility to ensure compliance with the Chemistry Quality Verification Program, but failed to perform the test. To address these weaknesses personnel were assigned to coordinate the Chemistry Quality Verification Program.

In addition, a schedule for nonradioactive quality verification samples has been prepared.

The schedule includes identification of samples to be verified and the technicians who are to perform each sample l

verification.

Date When Full Compliance Will Be Achieved The Laboratory Specialists are in place.

The quality verification sampling schedule is complete.

Detroit Edison is now in full compliance.
