Dear Mr. Chairman:

I write to register my concern upon learning that the N.R.C. has approved a fuel loading and zero power testing license for the Seabrook Nuclear power plant.

I believe the granting of such a license is premature, suggesting a pre-disposition to allow for low-level testing, which would effectively remove the option of conversion to another fuel source at the station.

Because of this ruling, the exacerbation of regional concerns is inevitable, especially in light of Governor Dukakis' September 20th decision not to submit evacuation plans.

This, in and of itself, makes doubtful the licensing for full power operation.

In conclusion, I ask the N.R.C. not to move on this critical issue until emergency planning has been fully resolved.
