The first paper is 87-122A, it's_NFS I
5 Limited proposed purchase of stock in NFS, Incorporated, and a 6
request for a hearing.
In this paper the Commission is_being 1
7 asked to respond to requests from the Oil, Chemical and Atomic i
8 Workers International Union for a public hearing on the request 9
of NFS Services, Limited for NRC approval of its purchase of 10 stock of NFS, Incorporated.
11-The Chairman, Commissioners Roberts, Asselstine, 12 Bernthal and Carr have approved the order, which is attached to

1 13 our memorandum of June lith, which denies the union's request 14 for a statutory hearing, but initiates a meeting between the 4
15 union and a senior NRC Staff official to hear and consider any 16 information which the union may have about the proposed i
17 purchase that is relevant to NRC's review.

The second paper is87-131, dealing with 21 METCO, Incorporated.
It's a hearing with respect to-the 22 immediately effective order which modifies a license.
Here the 23 Commission is being asked to act on an order which'would 24 respond to a request for a hearing by the trustee-in-bankruptcy 25 for METCO, Incorporated.
The hearing was requested in response

1 to a Commission order which required the Licensee and/or its l
2 legal successor to submit decontamination plans and complete 3
decontarination of the Licensee's facility.
4 Chairman Zech, Commissioners Roberts, Asselstine, 5
Bernthal and Carr have approved an order which denies trustee's 6
request for a heering, barring a renewed request which raises 7
issues unresolved in the bankruptcy proceeding.

The third paper is87-128.
It is a 11 request for a hearing on applications to import uranium of 12 South African origin.
The Commission in this paper is 13 responding to a petition for leave to intervene and a request 14 for a hearing on applications to import South African uranium 15 ore and uranium hexafluoride into the United States.
16 Chairman Zech, Commissioners Roberts, Asselstine, 17 Bernthal and Carr have approved the order, initiating a hearing 18 which will consist of written comments.
The Executive Branch, 19 Petitioners, Applicants, and any other members of the public 20 are invited to submit written comments on issues raised by the 21 license application within 30 days, with reply comments due 15 22 days thereafter.

The fourth paper is SECY 87-127.

1 deals with an emergency plan, PSNH's emergency plan submittal,

2 and a request for a low power license. 'The Commission in this j
3-paper is being asked to respond to a motion by the Public 4
Service company of New Hampshire to. vacate the Commission 5
decision and Commission license issuance 87-2 as moot and to-1 1
6 lift the stay on the low power operation at Seabrook.
7 Chairman Zech, Commissioners Asselstine and Bernthal 8
have approved an order as modified by Chairman Zech, which 9
denies the motion, and notes there.can be no low power 10 operation at Seabrook beyond fuel loading and precriticality 11 testing unless and until the Applicants file a bonafide utility 12 offsite emergency plan for Massachusetts that satisfies the i
13 Commission's threshold requirements.
14 Commissioners Carr and' Roberts have disapproved the 15 order.
Commissioner Carr has dissenting views, with which-
)
16 Commissioner Roberts concurs.
17 Commissioner Asselstine will also have separate 18 views.
19 In this instance, Commissioner Bernthal being absent 20 from the meeting, Commissioner Carr has agreed not to 21 participate in the vote on affirmation so that the views of the 22 majority can be enacted.

Shoreham, evaluation of replies to LILCO request for 3
authorization to increase power to 25 percent.

here is being asked to respond to a LILCO request for 5
Commission authorization to operate Shoreham at 25 percent.

Bernthal and Carr have approved an order, with modifications by

Commissioners Bernthal and Carr, which denies LILCO's request, 9
noting that LILCO's request introduces a series of new material 10 factual issues into this already complicated and long 11 proceeding, but neither LILCO nor the NRC Staff has offered any 12 suggestions as to how these factual issues can be resolved 13 before the end of the summer if we follow our normal I
14 adjudicatory hearing proceedings in 10 CFR 50.57(c) and 10 CFR I
15 Part 2, Subpart (g).

The last paper for the Commission's 19 consideration is 87-7A.
It's a Commission order addressing an 20 Intervenor motion to reopen the Shoreham emergency plan.
The 21 Commission here is being asked to act on an order which 22 responds to the Intervenor request to the Commission to reopen 23 the emergency planning record on three issues:
24 One, the withdrawal of the primary emergency 25 broadcast system radio station, WALK, from the Shoreham Plant.

1 Two, on.the lack of an agreement with the American 2
Red Cross to participate in the plan.
3 And three, on the availability of shelters for 4
evacuees in a potential Shoreham emergency.
5 Chairman Zech, Commissioners Roberts, Bernthal and 6
Carr have approved the order, which is attached to our l

memorandum, which grants the request to reopen the issue on the
]
8 WALK radio withdrawal, but denies reopening the remaining two
)

issues.
I 10 Commissioner Asselstine approves in part and 11 disapproves in part.
He would have reopened the hearing on all 12
'three issues, and will have separate views.
