Dear Mr. Gagliardo:

In the reference letter PSC indicated that a procedure review was initiated to confirm that electrical breakers are being tested in an appropriate manner.
That procedure review has been completed and confirmed that the PSC practices for testing breakers using AC or DC power is correct.
As stated in the reference letter, DC power is used to test DC parts and AC power is used to test AC parts.
The review of our procedures found that the appropriate ANSI Standards, IEEE Standards, Manufacturer recommendations and PSC Corporate Standard Practices were used in the preparation of those procedures. No procedure changes are recommended as a result of this review.
