Washington, D.C. 20472 APR 7 996 MEMORANDUM FOR: Roger B. Kowieski Chairman, Regional Assistance Ccruittee FEMA ionII/ w York)

. FROM: rt . i erson '

Chief, Technological Hazards Division Office of Natural & Technological Hazards Programs

SUBJECT:

Redundant Route Alerting This is to clarify criteria for evaluating the adequacy of redundant route alerting systems at nuclear power plant exercises. These systems are designed to be put into effect only when primary systems, especially sirens, fail. There is no "hard and fast" time requirement for the redundant route alerting systems. Primary route alerting must be done within 45 minutes in the 5 - 10 mile portion of the Dnergency Planning Zone (EPZ), and within 15 minutes in the 0 - 5 mile portion of the EP2.

However, there are no such time frames for redundant route alerting.

In an exercise, if the ecmpletion of a route for redundant route alerting takes more than a reasonable amount of time, only an " area reccrmended for inprovement" designation should be made. Since there are no minimum time frames, no corrective actions may be required.

I hope that this responds to your concerns. If you have any other questions, please feel free to contact ne at 646-2861.

Office of General Counsel Federal Emergency Management' Agency 500 C Street, S.W.,-Room 840' Washington, D.C. 20472

Dear'Mr. Cumming:

I a'm writing to ask you to identify the' documents you have been turning over to us during the past two weeks. At this point, between the documents you have been turning over to us at depositions, the pile you sent under cover of your letter of November 27, 1986, and the pile that was sent to our office on December 5, 1986, I am nearly at a complete loss to understand what the documents are, as well as what FEMA is producing and what it is withholding.

I believe the December 5, 1986 pile was what you identified to me over the phone as " Controller Logs." While these documents do contain the EOC and Port Jefferson Controller logs, the vast majority of the documents appear to be LERO generated messages and hand-outs, Radiological Emergency Data Forms, EBS messages, Simulator Logs and handwritten notes, apparently by FEMA evaluators. Many of the handwritten notes are unidentified as to author and/or as to when, where, or about what the notes were taken. Please identify these documents, and indicate wh,ere they come from and to which of our requests they are responsive. Do we now have all of the Controller Logs presently in existence, and if so, what happened to the rest of them? Do we now have all notes taken during the Exercise by federal evaluators, or .

just the notes of Argonne personnel?

Many of the documents you described in your November 27, 1986 letters as "all pre-exercise documents that have not previously been served" have in fact been produced to us in the past -- several of them, more than once. Is there a different set of documents in existence which are, in fact, pre-exercise documents not previously served on us? If so, please provide them.
