SUBJECT:

Exercise Report of the March 18, 1987, Exercise and the May 27, 1987, Offsite Remedial Drill of the Illinois Offsite Radiological Emergency Preparedness Plans for the Braidwood Nuclear PcMer Station.

This is to transmit a copy of the Exercise Report of the March 18,1987, joint i

exercise of the offsite radiological ee rgency preparedness plans for the

Braidwcxxl Nuclear Power Station, located in Will County, near the Village of j

Braidwood, Il31nois. This was a joint exercise for the State of Illinois (partial participation); Grundy County (full) including the communities of Coal City, Mazon, Gardner, South Wilmington and Braceville; Will County (full) including the communities of Braidwood and Wilmington; Kankakee County (full) including the community of Essex; State of Indiana (ingestion); and, Ccmnon-wealth Edison Canpany. The participating counties and camnunities are impacted by the Braidwood plume exposure 10 mile Emergency Planning Zone (EPZ). The report dated June 10, 1987, was prepared by the Federal Emergency Management Agency (FEMA) Region V.

In the March 18, 1987, exercise there wer=. two deficiencies identified, both in Kankakee County. There were also several areas requiring corrective action (ARCA). W e remedy for the deficiencies was a tabletop exercise conducted on May 27, 1987, for Kankakee County and specific training for key management officials and EOC staff. We first deficiency was the County's failure to accurately record the protective action recommendation from the State which led to improper public instructions. The second was the delay in routing the the protective action message to the EOC with the result that the EBS masage was not ready within the 15-ininute requirement. A copy of this report was forwarded to the State of Illinois. On May 18, 1987, the State of Illinois responded with a schedule of corrective actions which was reviewed and approved by FEMA Region V as indicated in the attached memorandum dated June 10,1987.

Based on the results of the March 18, 1987, exercise activity, it is FEMA's view that there is reasonable assurance that offsite preparedness is adequate to protect the public health arri safety in the Braidwood 10-mile EPZ.

Braidwood Final Exercise Report Enclosed are copies of the schedules of corrective action from Illinois and Indiana for the exercise weaknesses identified during the March 18, 1987 Braidwood. REP Exercise.

The schedules of corrective action have been reviewed by this office and found to be adequate to correct the weaknesses identified during the exercise.

As you will note, Illinois' schedule of corrective action indicated that a remdial drill would be conducted on May 27, 1987 to correct the two deficiencies identified in Kankakee County during the March exercise.

This office evaluated that drill and found it satisfactory to correct the deficiencies as well as one of the two areas requiring corrective action identified for the County.

The schedule of corrective action is acceptable and adequate to correct the reminSer of the areas requiring corrective action identifie3 in tne exercise report.

Our evaluation of the remdial drill has been incorporated into the final exercise report along with both the Indiana and Illinois schedules of corrective action.

A copy of the final exercise report as well as our responses to the States are enclosed.

We recomiend that you transmit the final exercise report to NRC.
