Proposal submitted in response to the Commission's regulations requiring conversion of the OSTR from high enriched uranium (HEU) fuel to low enriched uranium (LEU) fuel Gentlemen:

In accordance with the Commission's regulations contained in 10 CFR 50.64(c)(2), Oregon State University hereby submits a proposal as specified by the above regulation, which describes our current program for converting the OSTR from HEU fuel to LEU fuel. As stated in the attached letter from the U.S. Department of Energy dated December 3,1986, Oregon State University has been informed that Federal Government funding for the subject conversion cannot be certified during Fiscal Year 1987. Therefore, it is our proposal to take no further action regarding the OSTR fuel conversion during this time interval.

During late 1987 or early 1988, we will, as necessary, contact the U.S. Department of Energy to determine the availability of funding for conversion of our reactor fuel during Fiscal Year 1988.

By March 27, 1988, we will communicate with your office in writing to provide an updated proposal relating to the conversion of OSTR fuel to LEU.
