Enclosed please find an application from Mitsubishi International Corporation for a license to export the Region 1 loading of Tomari Nuclear Power Reactor No.1, in Japan.

8 Before taking action on this license application, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether th'e proposed export meets the applicable criteria in the Atomic Energy Act of 1954 as amended by the Nuclear Nonproliferation Act of 1978. This will be the initial export to Tomari Unit No. 1.

Dear Sir or Madame,

Please find enclosed our application in triplicate for license to' export slightly enriched UF6. This material will be used for the fabrication o_ fuel assenblies and ultimately loaded into the Tomari Nuclear Power Plant Number 1 owned by The Hokkaido Electric Power Co., Inc.

% e contract nunber for the uranium enriching services with the U.S. Department of Energy is DE-SC05-84UE/JA201.

The feed material is supplied by France.

% e relevant enriched UF6 will be delivered at the U.S. D.O.E. Portsmouth g

Enrichment Plant in Piketon, Ohio. After being exported to Japan, it will be converted to U02 powder, pelletized and fabricated into fuel assenblies by Mitsubishi Nuclear Fuel Ltd.

As to the validity of the export license, we wish to have a two year period frcm the date of issuance.

With regard to sampling, we request that one (1)' pinch tube sample be taken frcxn each parent cylinder. This sanple should be delivered to us c/o Teledyne Isotopes for independent analysis. We also request that the Nuclear Audit and Testing Capany witness the weighing and sanpling.
