- Docket File l Sholly File FROM
- Steven A. Varga, Director NRC"PDR"~~ " C. Vogan PWR Project Directorate #3 Local PDR. J. Norris Division of PWR Licensing-A, NRR PD#3 Rdg. J. Scinto
SUBJECT:
REQUEST FOR PUBLICATION IN BI-WEEKLY FR NOTICE -
NOTICE OF CONSIDERATION OF ISSUANCE OF AMENDMENTS TO FACILITY OPERATING LICENSE AND PROPOSED N0 SIGNIFICANT HAZARDS CONSIDERATION DETERMINATION AND OPPORTUNITY FOR A HEARING Commonwealth Edison Company, Docket Nos. 50-295 and 50-304, Zion Nuclear Power Station, Unit Nos. 1 and 2, Benton County, Illinois Date of application for amendments: September 19, 1986 Description of amendments request: These amendments will allow one battery -
charger assigned to a 125 V.D.C. bus of a unit in either cold shutdown or refueling to be used to fulfill the battery charger operability requirement of a D.C. bus of an operating unit. This will be accomplished by utilizing the crosstie breakers.
The need.for this proposed change has developed from the planned replace-ment of the Zion Station batteries. These batteries are being replaced as part of a program to upgrade and expand the capacity of Zion Station's safety-related batteries. .The two batteries dedicated to Unit 1 (111 and 112) and the
~commcn battery (011) are scheduled to be replaced during the current Unit I refueling outage.
8610100667 861006 PDR ADOCK 05000295 P PDR
This change does not alter the intent of the current Technical Specifi-cations. Section 3.15.2.e already allows the use of a D.C. bus from a unit in either cold shutdown or refueling to fulfill the operability requirements of the opposite unit. Inadvertently, this logic was not transferred to Section 3.15.2.f. These proposed amendments will achieve consistency between the intent of Section 3.15.2.e and Section 3.15.2.f and are a clarification of the existing Technical Specifications.
Basis for proposed no significant hazards consideration determination: The Commission has provided standards for determining whether a significant hazards censideration exists [51 FR 7751 (March 6, 1986)]. A proposed amendment to an operating license for a facility involves no significant hazards considera-tion if operation of the facility in accordance with the proposed amendment would not: (1) Involve a significant increase in the probability or consequences of an accident previously evaluated; (2) create the possibility of a new or different kind of accident from any accident previously evaluated; or (3) involve a significant reduction in a margin of safety.
l The Licensee provided the following discussion regarding the above three criteria:
Criterion 1 The' operating unit will have three batteries and three operable 125 V.D.C.
buses available to it at all times. Thus, there has been no change in the availability or quality of the D.C. control power available to the operating Zion reactor.
SincetherehasbeennodegradationintheintegrityofZifn'selectrical system, then all safety-related systems will operate as previously evaluated.
l -
l l
Thus, there will be no change in the consequences of any accident previously evaluated.
Based upon the above discussion this proposed amendment does not involve a significant increase in the probability or consequences of any accident previously evaluated.
Criterion 2 As discussed above, the use of the crosstie breakers to allow the battery charger assigned to a shutdown unit to be utilized to fulfill the operability requirements of the opposite, operating unit has no effect on any of Zion's system nor on the operating conditions of the Zion reactors. In addition, the reliability and integrity of the Zion electrical system will be unaltered.
Thus, the possibility of a new or different kind of internally generated accident cannot be created.
.The use of the 125 V.D.C. bus crossties has no effect on the generation of any external event. That is , there is no connection between the alignment of the D.C. system and 'the susceptibility of Zion Station to such external events as earthquakes, tornadoes, and floods.
i l Based upon the above discussion, this proposed change does not create the possibility of a new or different kind of accident from any accident previously evaluated.
Criterion 3
- As discussed above, there will be three D.C. buses continuously available for the operating unit and two buses available for the shutdown unit. Thus, l
the operating unit remains capable of withstanding a postulatedhingle failure at all times. Therefore, this proposed change does not reduce the margin of safety.
i
The staff has reviewed the licensee's no significant hazards con-sideration determination and agrees with the licensee's analysis. Accordingly,
' -the Commission proposes to determine that the proposed changes to the Technical Specification involve no significant hazards consideration.
