46-OMB SUPPORTING STATEMENT FOR NRC FORM 474: SIMULATION FACILITY CERTIFICATION A.

JUSTIFICATION 1.

Need for Collection of Information. Section 306 of the Nuclear Waste Policy Act of 1982 Public Law 97-425, directs the NRC in part to establish simulator training requirements for operator requalification programs, requirements governing NRC administration of requalification examinations and requirements for operating tests at civilian nuclear power plant simulators. The staff has prepared rulemaking and appropriate regulatory guidance which has been issued for public comment and revised based upon the public coment received.

This supporting statement has been prepared specifically in support of NRC Form 474, titled " Simulation Facility Certification." No.te that OMB

Clearance Number 3150-0018 has previously been received for the collection of information associated with rulemaking activities related to this form. That approval, title "10 CFR 55, Operators' Licenses," is valid through December 31, 1987.

Submittal of this form is mandatory for all facility licensees which propose to meet the requirements of proposed 10 CFR 55.45(b) through the use of a simulation facility consisting solely of a plant-referenced simulator. The information to be submitted on this form consists of the results of performance testing completed on the subject simulation facility, and a schedule for the conduct of performance tests for the subsequent four-year period.

Agency Use of Information. The information will be used to ascertain.the acceptability of simulation facilities for use in the conduct of operating tests for nuclear power plant operators, senior operators, and candidates.

It will also be used by the Nuclear Regulatory Comission Operator Licensing Branch staff to determine which simulation facilities to audit due to concerns about their suitability for use in operating tests. Since the facility licensee typically performs comprehensive performance testing as part of simulator acceptance, and ongoing configuration management to maintain the simulator's fidelity against its reference nuclear power plant, this information collection will be essentially an abstract of data already collected for these other purposes. The complete performance testing results are to be maintained by the facility licensee, and not submitted with this form.

Reduction of Burden Throuc h Information Technology. Most of the information to be providec will be in tne form of computer print-outs from simulation facility computers. Technical obstacles exist to further reducing the burden in that there is a wide variation in the data recording and output capabilities of existing simulation facilities.

Effort to Identify Duplication. Comprehensive contacts with industry indicate that this information collection does not duplicate or overlap other information collections made by the NRC or other Government agencies.

Effort to Reduce Small Business Burden. There are no small businesses affected by this information collection.

Consequence of Less Frequeret Collection. This is a one-time information collection requirement.

Circumstances Which Justify Variation From OMB Guidelines. This information collection does not vary from OMB guidelines.

Consultations Outside the NRC. Extensive consultations about the objectives and scope of this information collection have been held with nuclear industry personnel as a result of public comments to the proposed rulemaking; membership on the relevant industry standards comittee of the American Nuclear Society; and presentations by NRC staff at industry meetings.

10. Confidentiality of Information. NRC provides no pledge of confidentiality for this collection of information.
11. Justification for Sensitive Ouestions. This information collection does not employ any sensitive questions.
12. Estimated Annualized Cost to the Federal Government. Approximately 40-80 hours per fom will be spent by NRC in evaluating the material submitted from approximately 64 facility licensees. Since it is anticipated that these forms will be submitted over a four-year period commencing with the effective date of the rule, on an annual basis it is estimated at 1280 hours0.0148 days <br />0.356 hours <br />0.00212 weeks <br />4.8704e-4 months <br /> (80 hours9.259259e-4 days <br />0.0222 hours <br />1.322751e-4 weeks <br />3.044e-5 months <br /> per fom x 16 forms). Annual cost per staff hour at $60 will be $76,800.
13. Estimate of Burden, a.

Number and Type of Respondents. Approximately 64 power facility licensees will be required to submit the information. This number accounts for multiple unit plants and similar/ dissimilar units at a single site. To the extent that any of these respondents intends to 1

_ propose another type of simulation facility, (one that does not consist solely of a plant-referenced simulator) they would not respond to this information collection, but rather would be covered under 0MB Clearance Number 3150-0018. Because proposed 10 CFR 55.45 allows all facility licensees four years to submit this information, it is assumed that 25% per year will do so. Thus, calculations are based upon an annualized estimate of 16 respondents.

Reasonableness of the Schedule for Collecting Infomation.

Proposed 10 CFR Part 55.45 requires that all facility licensees have a certified or approved simulation facility in place within four years after the effective date of the rule. Those respondents which are certifying a plant-referenced simulator must do.so no later than 60 days before the date that they intend for the NRC to'use the

simulator in the conduct of operating tests as part of an operator licensing examination.

Method of Collecting the Information.

Form 474 is the most reasonable method for collecting this information. Other methods would require on-site review of performance test records.

Conversely, a requirement for the submittal of other than performance test sumaries or abstracts would require comprehensive computer print-outs, strip-chart records or data plots.

Record Retention Period. There is no requirement for record retention.

Form 474 will be kept by the NRC.

Reporting Period. The information will be submitted by each facility licensee to the NRC one time only, upon certification.

It will be resubmitted only in the event that recertification is necessary in the event that certification has been lost.

Copies to be Submitted. An original and two copies of the certification and supporting information will be required for the NRC's simulation facility evaluation team which will be charged with reviewing the certification.

Estimated Annual Hours Required to Respond to the Collection. An annual industry total of approximately 1920 hours0.0222 days <br />0.533 hours <br />0.00317 weeks <br />7.3056e-4 months <br /> would be required to compl ue the information requested on the form. A range of 40-120 hours has been estimated as the burden to respond to the requirement per facility licensee. The computation of the burden has, however, been based upon the maximum value in the range. The estimated annual cost per respondent to respond to the collection ranges from $2400 ($60/hr. x 40 hrs.) to $7200 ($60/hr. x 120 hrs).

The total annual industry cost is $115,200 ($60/hr. x 1920 hrs).

In'the supporting statement for that clearance, the NRC estimated the facility licensee burden associated with this action to be 5840 hours0.0676 days <br />1.622 hours <br />0.00966 weeks <br />0.00222 months <br /> annually.

The decrease from these hours to 1920 annually is realized because:

(a) those facility licensees which propose to use a simulation facility consisting solely of a plant-referenced simulator will not be required to submit a plan or an application; and (b) the requirement for an annual report has been eliminated.
