Gentlemen:
This. is in response to your letters dated November 7,1986, concerning package registration in accordance with 10 CFR Part 71.12.
Section 71.12 'of 10 CFR ~Part 71 requires as a condition of the general license that a licensee-has an approved quality assurance (QA)'
Accordingly, we are unable to register you.for use of the package (s) program. requested at this time.
It will be necessary for you to obtain an approved QA program prior to the registration ~ as a package user or the delivery of licensed material to a carrier for transport pursuant to 10 CFR Part 71.
To assisti you in preparing your QA program description, enclosed is a copy of U.S. NRC Regulatory Guide 7.10.
Reference should be made to Annex 3 which is applicable to QA programs for radiographic exposure devices.
