Quad Cities Station Unit 2 Technical Specification Change Regarding Single Loop Operation for Cycle 9 Reload NRC Docket No. 50-265 Reference (a): Letter from J. R. Wojnarowski to H.R. Denton dated September 18, 1986.

Dear Mr. Denton:

A phone coversation was held December 4, 1986, at 3:10 p.m. (Central time) to discuss concerns regarding the removal of two surveillances in a proposed Technical Specification changes (Reference (a)).

This discussion included the NRC, Nuclear Licensing and Quad Cities Stetion personnel. The call was held to address concerns about the deletion of two surveillances, Core Plate Differential Pressure and Average Power Range Monitor (APRM) Noise from the Unit 2 Technical Specification change currently under review by the NRC.

The Station's position is that these surveillances need no longer be performed since approved analysis has shown that the reactor is not prone to instabilities. However, the NRC wishes to continue the Core Plate Differential Pressure Surveillance as a means to monitor Jet Pump Integrity.

Commonwealth Edison agrees with this request and will modify our existing Quad Cities procedures to retain the Core Plate Differential Surveillance.

It is our understanding that with this aciiea neither surveil-lance will be retained in the Technical Specification.
