Dear Mr. Keppler:
Toledo Edison recently embarked on a program to revise its Industrial Security Plan. The purpose of this program was to revise the plan to conform with the Nuclear Group Procedure format and provide a more func-tional Industrial Security Plan for Davis-Besse Nuclear Power Station.
This revision has taken the currently approved Industrial Security Plan Appendix B and C and divided them into three stand alone manuals. These attached manuals are called the Industrial Security Plan, Security Training and Qualification Plan and the Nuclear Security Contingency Plan.
During our management meeting at Region III on July 15, 1986, Toledo Edison discussed the proposed revised format changes to our Industrial Security Plan with members of your staff. They concurred with our basic approach and our request for regional review of the documents before the actual implementation of the revised plan. The revised plan changes do not decrease the effectiveness of the currently approved Industrial Security Plan (10CFR50.54(p)). Also included in the revised plan are our proposed amendments for compliance with the " Miscellaneous Amendments Concerning Physical Protection of Nuclear Power Plants" as published in the Federal Register dated August 4,1986 (Log No. 2054).
(These changes have been submitted under separate cover (Serial No. 1331) in accordance with 10CFR73.55). Toledo Edison is currently scheduled to implement the revised Industrial Security Plan on December 15, 1986 and, hereby, requests notification of concurrence that the revised plan is equivalent to the currently approved Industrial Security Plan.
This revision is being submitted pursuant to 10CFR50.54(p).
