1To accomplish this,-DRP would like to meet withjrepresentativesiof'DRS and' 1

LDRSS on the afternoon of December 12, 1986 at l':00 p.m.s to discuss and plan

the Clinton MIP.- During this meeting we will discuss both the 2514 and the 2515 schedule.

In order to ensure;an effective planning meeting,' this meinorandum transmits

<the enclosed ~ Master Inspection Plan (MIP) for'the Clinton Facility. The inspection schedule for the MIP will be developed basedfon in' puts from each Division having Clinton inspection responsibilities.? These inputs will be coordinated by the Division of Reactor 3 roject's to^ ensure that inspection P

resources-for routine inspections are' allocated on' the basis of. assessed

.needs as identified during the latest-SALP evaluation.

Programs-and Administrative Controls Affecting Quality The Board recommended that the NRC staff perform in-depth inspections of the licensee's administrative controls for at least the first six months of operation. These inspections should focus on procedural adherence, system control during testing, prompt identification of problems and analysis of their root cause, and the promptness and completeness of corrective actions.

Functional Area - Maintenance The Board recommended that the NRC staff followup on licensee corrective actions and provide increased inspection coverage of this area during the first full year of operation.
