Dear Mr. Keppler:
This letter is to update you on our current schedule and our plans for requesting NRC permission to enter Test Condition 2.
The critical path work to be completed prior to restart is repair of the condensate storage tank and the associated return line and removal of the coating from the turbine exhaust hood.
We rlan to complete this work and commence startup the week of December 15, 1986.
At its meeting at the plant on November 21, 1986, the Independent Overview Committee recommended that we operate the plant under steady-state conditions at the 20 percent power level until its members return to the site and are satisfied with our operations.
I fully concur with their recommendation.
Accordingly, I have instructed Ralph Sylvia not to request your permission to proceed to Test Condition 2 until after the Independent Overview Committee informa me of its satisfaction with operations at the 20 percent power level.
We will keep you inforined of our progress as we co.nplete the outage and return the plant to service.
